Description
Combined Synopsis/Solicitation for FileNet ?or equal? Software and Services This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request For Proposal Number is NAMA-02-R-0009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 08. The National Archives and Records Administration (NARA) intends to award a contract to purchase FileNet?s (or equal) Web Content Management System and professional services to implement and support the software. The contractor shall provide a Web Content Management System with the ability to perform the following requirements: Functional: 1) Provides authors the capability to create, retrieve, preview, and submit pages; 2) Supports static and dynamic pages; 3) Supports easy, flexible, and cost-effective redesign of single or multiple pages; 4) Supports single-source update of content on multiple pages and/or multiple sites; 5) Supports ad hoc changes to individual pages (pages that share a common template or pages that share a common object/component); 6) Permits access to multiple development web sites and/or servers, selectable by author; 7) Provides WYSIWYG display of web page in context under multiple browsers or delivery devices; 8) Supports automated submission of completed pages or tasks for review and posting according to workflow rules; 9) Supports a GUI-based workflow tracking and monitoring for developers and management; 10) Manages links globally and identifies widow/orphan files; 11) Supports global changes to site organization and links; 12) Allows for rollback of Web content to user specified dates and times; 13) Allows administrators and users to establish user-defined roles for using the software as they prepare the Web site; Technical: 1) Complies with Section 508 of the American Disability Act; 2) Runs on NARA server technology: a) Operates on Unix platforms; b) Operates with Apache Web server. In addition: 1) The contract will be for a base period of one year (12 months). The base period is comprised of: 4 months of implementation services, 2 months of on-site follow-on support, and 6 months of on-call follow-on support. In addition, 4-one year option periods are required for annual software maintenance. CLIN 0001 Web Content Management System Software and Professional Services CLIN 0101 Annual Software Maintenance FFP $ CLIN 0102 Annual Software Maintenance FFP $ CLIN 0103 Annual Software Maintenance FFP $ CLIN 0104 Annual Software Maintenance FFP $ 2) Professional services will be required to implement (install, customize, engineer, and train) and support the software. The provision at 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition and any addenda to the provision. The applicability of the provision at 52.212-2, Offeror should include a copy of Provision 52.212-3, Offeror Representations and Certifications- Commercial Items applies to this acquisition. The following evaluation factors will be used in awarding the acquisition: technical capability, price, and past performance. For any ?or equal? item, the vendor must demonstrate that the item meets the salient features of Filenet software and is compatible with the NARANET Architecture stated herein. Clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. DFAR Clause 252.204-7004, Required Central Contractor Registration, applies to this acquisition. The offeror must provide past relevant experience on related or similar Federal, State and local Government, and private contracts and subcontracts it has held within the last five years and all contracts and subcontracts currently in progress which are of similar scope, magnitude and complexity to that which is detailed in the Request for Quotation (RFQ). The information must be clear whether the work by the offeror was done as a prime Contractor or a subcontractor. In addition to the past experience, the offeror must submit a formal written resume showing all relevant training, education, and work history that are pertinent to this contract for each person being proposed to work under this contract.
