Description
The U.S. Department of Commerce, National Marine Fisheries Service, intends to procure services to develop Take Reduction Plan (TRP) Outreach Materials and Implementation of TRP Outreach Activities. This is a continuation of ongoing services. The Government knows of only one source capable of providing this work and does not intend to issue a purchase order to another source. Now that a Bottlenose Dolphin Take Reduction Team has convened and provided NMFS with a draft TRP, the focus of this work will shift toward an emphasis on TRP implementation, and outreach regarding BDTRP measures. The contractor will act as a liaison between fishers, the NMFS, and other possible funding sources such as Sea Grant, to help fishers acquire funding to support research on gear modifications to reduce dolphin/fishery interactions, and to oversee gear research and results and provide recommendations to NMFS regarding implementation of demonstrably effective or promising gear modifications. Reports will be required monthly. The following criteria will apply: (1) experience in commercial fisheries, (2) Bachelor?s (or higher) degree in biology or related field (e.g. fisheries or agriculture), (3) Past record of working with other fishers ( e.g. acting as representative for other fishermen on marine mammal TRPs, on fishery management councils or marine fisheries commissions), (4) participation on marine mammal disentanglement team, (5) strong written and verbal communication skills. NAICS code 541990 applies. Responsible sources must submit a capabilities statement within 15 calendar days from the date of this notice.
