Description
The U.S. Department of Commerce, National Marine Fisheries Service (NMFS), intends to procure services to continue to increase and improve NMFS?s communications with federal and commercial maritime representatives, provide outreach and education regarding the plight of the critically endangered northern right whale, and what can be done to prevent vessel collisions with these and other whales, and provide advice to NMFS on vessel traffic management issues. This is a continuation of on going services. The government knows of only one source capable of providing this work. The contractor is to achieve cooperation and compliance with voluntary means of reducing the potential for whale/vessel collisions, and to work together with other entities in developing possible regulatory measures such as seasonal vessel routing requirements or speed restrictions. The following criteria will apply: (1) experience in a maritime or related field, (2) knowledge and experience of large vessel operations and/or the shipping industry,(3) Bachelor?s (or higher) degree, any field, (4) past record of working with State, Local, or Federal Government and/or with National Environmental policy Act (NEPA) and (5) strong written and verbal communication skills. NAICS code 541710 applies. Responsible sources must submit a capabilities statement within 15 calendar days from the date of this notice. Interested firms should submit in writing their name, address, point of contact, telephone number, business size, and brief statement regarding their capability, numbered items above and qualifications to conduct such work. See Note 22. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government..
