Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DTCG23-02-R-HP6011, which is a request for quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. NAICS code is 532420. Small Business size standard is $6.2M. This is an unrestricted solicitation. FOB is destination. The requirement consists of the following: Seventy-seven (77) mailing systems [51- DM300's and 26- DM500's], each consisting of a mailing machine and scale; and Eight (8) electronic scales. Delivery is required to 85 USCG locations throughout the United States. Delivery and installation of all items shall commence within two days from contractor receipt of contract award but no later than September 27, 2002. Installation and testing at all 85 locations is required to be completed within 60 days of commencement. For installations on Coast Guard Cutters the contractor shall contact the unit (cutter) listed on the delivery list which shall be provided upon request of the contractor. The contractor may, without prejudice to the proposal, set forth a proposed delivery schedule. Such proposed delivery schedule shall not extend beyond December 15, 2002. The contractor shall provide all facilities, necessary management, supervision, personnel, labor, equipment and materials (except for Government Furnished Items) required for the performance of this requirement. The contractor shall set up, install, and thoroughly test all mailing equipment provided, at destination, to ensure the scales accurately weigh each piece of mail. The contractor shall then demonstrate the operation of the Mailing Equipment to the receiving unit's Postal Officer or representative. The contractor shall list all equipment and supplies furnished herein, including applicable serial numbers on the unit's inspection or receiving report. Additionally, the contractor shall obtain the receiving unit's Postal Officer's signature certifying all equipment and supplies listed thereon have been received. The Coast Guard will be acquiring mailing equipment for land-based units and Coast Guard Cutters, the majority on the east, west, and gulf coast of the United States. There are also units in Alaska, Hawaii, Puerto Rico, and other remote locations. All Mailing Machines must: have the capability to interface with Pitney Bowes digital postage meters and electronic scales in use throughout the Coast Guard (the list of types and models of equipment presently in use may be requested by the offeror as instructed below); automatically produce the documents required and at the point of mail processing electronically transmit the tracking information to the USPS network for USPS Delivery Confirmation, Signature Confirmation, and Certified Mail; Be capable of processing USPS Certified mail, Delivery Confirmation and Signature Confirmation. All Electronic Scales shall weigh letters and packages up to at least 70 pounds, with weight accurately displayed in 0.05 ounce increments up to 5 pounds and 0.5 once increments to 70 pounds and higher; automatically convert ZIP Codes to the correct USPS zones; automatically compute the correct USPS postage and all additional fees and charges; Compute postage for Express Mail - Custom Designed, Next Day PO to PO, Next Day PO to Addressee; First-Class Mail-Automation and Non-Automation; Priority; Standard- Regular and Enhanced Carrier Route; Packages Services-Parcel Post, Media Mail, and Bound Printed Matter; Periodicals; International-Air and Surface for all countries listed in the International Mail Manuals; Compute correct postage for Registered; Insured; Certified; Delivery Confirmation; Signature Confirmation; Restricted Delivery; Special Handling; Surcharges- Non-Automation Single Piece rate; Return Receipt; and Return Receipt for Merchandise; Compute correct charges for alternate carriers, FedEx, UPS, DHL, Airborne and Emory; Accommodate future USPS and alternate carrier?s rate changes; Interface with all four hundred forty (440) penalty postage meters throughout the Coast Guard so that the correct postage is automatically set on the penalty postage meter; then on instructions by the operator, causes the mailing machine or postage meter to dispense a meter tape or place a meter imprint on the piece of mail in the required amount. All equipment requiring electrical power shall include automatic protection and line filtering against brownouts, power surges, or any other voltage fluctuations that may cause damage to the equipment or its volatile memory and be in compliance with Underwriters Laboratory (UL) certified standards, or other nationally recognized testing laboratory's certified standards. Proposals shall consist of the following: Proposed equipment's ability to meet requirement (technical proposal); Past Performance Information; and Price Proposal. Provide past performance information for both your company (and/or your company?s predecessor, if applicable) and proposed subcontractors (if used for over 15% of the work by dollar volume). The total number of contracts, delivery orders, purchase orders and/or subcontracts listed by your company and your company?s proposed subcontractors (if applicable) shall be a minimum of 3 and a maximum of 5. The past performance information that shall be provided includes: (A) A list of similar contracts, delivery orders, purchase orders and/or subcontracts (hereafter referred to as "contracts") completed during the past 3 years; a list of similar contracts currently in process; or a combination of both. Similar contracts listed may include any contract entered into by the Federal Government, agencies of state and local governments, and commercial customers. Contractors that are newly formed entities without prior similar contracts shall list similar contracts as required above for proposed personnel. Include the following information for each contract: (i) Name of Contracting Activity; (ii) Contract Number; (iii) Contract Type; (iv) Total Contract Value; (v) Description of Contract Work; (vi) Contracting Officer name and e-mail address; (viii) Contracting Officer?s Technical Representative name and telephone number (if applicable); (ix) Administrative Contracting Officer's name and telephone number (if different from vi); and (x) List of First-Tier Subcontractors. (B) Your company may provide information on both problems encountered and corrective actions taken to resolve those problems on the contracts identified. Your company shall not provide general information on your company's performance on the identified contracts. The Government will obtain such information from the references that you provide. (C)Your company may describe any quality awards or certifications that indicate that your company possesses a high-quality process for developing and producing the product or service required. Such awards or certifications include, for example, the Malcolm Baldridge Quality Award, other government quality awards, and private sector awards and certifications. Identify what segment of your company (one division or the entire company) received the award or certification. Describe when the award or certification was bestowed. If the award or certification is over 3 years old, present evidence that the qualifications still apply. Delivery Order will be issued on a Firm Fixed Price basis. The following FAR provisions apply: FAR 52.212-1, Instructions to Offerors- Commercial Items; FAR 52.212-2, Evaluation-Commercial Items (a) [The following factors shall be used to evaluate offers: proposed equipment's ability to meet requirement, past performance and price. Ability to meet requirement and past performance are of equal importance. Ability to meet requirement and past performance, when combined are significantly more important than price],(b), (c); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items [completed Representations and Certifications shall be submitted with the proposal]; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5 (a), (b)(1), (5), (11)-(15), (24), (d), (e).
