- The Federal Bureau of Prisons is soliciting for the acquisition of a Community Liaison who will assist in the recruitment and training of a broad variety of religious congregations and civic organizations to serve as re-entry mentors for inmate participants in the Life Connections Program. The contractor must commit 30 hours each week to the recruitment, training, coordination, and retention of re-entry mentors for the multi-faith Residential Life Connections Programs. This multi-faith program will embrace a variety of religious communities on a nationwide scale. The scope of this position will require contacts with religious congregations and civic organizations nationwide. The performance schedule may include some weekend and/or evening hours based on program needs. Delivery Schedule: Services will be located in the following five institutions: FCI Victorville, Victorville, California FCI Milan, Milan, Michigan, USP Leavenworth, Leavenworth, Kansas, FMC Carswell, Carswell, Texas and FCI Petersburg, Petersburg, Virginia. The successful contractor must visit each pilot site twice per year, including a visit within the first month of the beginning of a new cohort of inmate participants. The contractor must adhere to all regulations prescribed by the Bureau of Prisons for the safety, conduct and custody of inmates. The duration of the contract performance is as follows: Services will be required for a one year base period, with four one-year option periods respectively for a total of sixty months from the date of award. The estimated quantity of inmate contacts is sixty per year or thirty per cohort. Once the program is fully operational, there will be approximately 100 inmate participants at each pilot site. Qualification Requirements: The contractor must possess a Bachelor of Arts degree from an accredited college or university with a major in religious studies, religious education, or a related curriculum. Each participant will require a re-entry mentor willing to commit to the program both in the incarceration phase and the re-entry components of the program. This acquisition is open to small and large businesses and is advertised as full and open competition. This action?s North American Industry Classification System (NAICS) code is 813110. The anticipated award date for the base year of the contract is November 15, 2003. All responsible sources are encouraged to submit a bid which will be considered for award. The anticipated issue date is on or about September 23, 2002, and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/.
