Description
The U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) Mission to Nepal seeks the services of qualified A&E firm(s) to provide engineering and technical services in support of the Mission?s Conflict Mitigation Program in Nepal. The aim of the program is to create jobs that provide short-term income while improving access to infrastructure and services in conflict affected and conflict vulnerable areas. This employment generation infrastructure program will be carried out in selected districts of Nepal, starting with a pilot district. Infrastructure projects that are labor-intensive will be undertaken. The types of infrastructure projects will include, but not be limited to, secondary roads, footpaths, footbridges, trails, gravity-fed irrigation and drinking water supply systems, landslide and erosion control works, and buildings such as rural schools and health facilities. The selected firm(s) will work with local communities to identify, plan, design and implement the infrastructure repair and construction activities. Site selection and selection of specific projects will be done in consultation with local government and key stakeholders. Community Based Organizations will actively participate in the implementation of the individual projects. Solicitation USAID is seeking SF254 and SF255 from qualified A&E firm(s) for a very flexible and accelerated program, which is driven by community needs, interests, and immediate priorities. It is anticipated the proposed services will include, but not be limited to, engineering surveys, designs, plans and specifications, construction supervision, monitoring and evaluation of infrastructure activities to be carried out. USAID is contemplating making multiple awards for a four year program estimated at approximately 9 Million US Dollars for infrastructure sub-projects generally ranging between US Dollars 5,000 and US Dollars 250,000. The successful A&E firm(s) will be expected to undertake the following: 1) Conduct community needs assessments and identify specific sites and projects . 2) Conduct engineering surveys and environmental studies, and prepare feasibility reports. 3) Prepare accurate designs, cost estimates, plans and specifications. 4) Provide construction phase services. 5) Design and manage a procurement system through local community groups and establish mechanisms, including public audits, to ensure full accountability, transparency and financial control of all monetary and other inputs. 6) Ensure the provision of appropriate technical and management training to labor groups, field supervisors, overseers, members of community based organizations and community leaders 7) Supervise training and construction activities. 8) Design and implement a monitoring and evaluation system to ascertain that the projects are effectively reaching needy populations and to assess the impact of the program. Evaluation Criteria USAID shall evaluate each potential organization in terms of its professional qualifications necessary for satisfactory performance of required services and ability relating to: 1. Specialized experience and technical competence in the type of work required including, experience in green roads, rural drinking water supply, irrigation, landslide and erosion control works, and buildings such as rural schools and health facilities. [Weight 15 pts] 2. Experience in working with Community Based Organizations (particularly User Groups) and Non-Governmental Organizations. [Weight 10 pts] 3. Experience in conducting needs assessment, feasibility surveys and environmental studies, design, cost estimates, and supervising field construction works. [ Weight 10 pts] 4. Capacity to accomplish the work in the required timeframe and to specification without compromising quality control. [Weight 5 pts] 5. Experience in working with International Donors, Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. [Weight 5 pts] 6. Knowledge of the location in the general geographical area of the program activity and experience of working in the rural mid-hill and mountain areas of Nepal. [Weight 10 pts] 7. Ability to assign an adequate number of qualified key personnel from the organization including a competent supervising representative having considerable experience in responsible positions on work of a similar nature. [Weight 10 pts] 8. Ability to furnish or obtain required materials and equipment. [Weight 5 pts] 9. Financial capacity. [Weight 10 pts] 10. Past performance. [Weight 10 pts] 11. Ability to field personnel with experience in the type of work being undertaken and who possess knowledge of the geographical location of the works being carried out. [Weight 5 pts] 12.
