- U.S. Department of Agriculture, Departmental Administration, has a requirement for an Indefinite Delivery/Indefinite Quantity A-E Services contract for major mechanical/electrical design and related engineering and architectural services for the Department of Agriculture Headquarters Complex in Washington, D.C., selected USDA sites in the Washington, D.C. metropolitan area and for selected locations nationwide including the New Orleans, Louisiana and Kansas City, Missouri metropolitan areas. The duration of the contract shall consist of a 12-month base period from the date of contract award and four (4) 12-month option periods. The maximum total aggregate fee amount shall not exceed $2,000,000 per year. An option period may be exercised when the contract amount for the base or preceding option period has been exhausted or nearly exhausted. The minimum aggregate fee amount for the life of the contract, which includes the base period and all options exercised, is $100,000. All services will be procured through the issuance of negotiated fixed price delivery orders against this Indefinite Delivery/Indefinite Quantity contract. Delivery orders issued will encompass mechanical, electrical, architecture, space programming and planning with support services in structural, geotechnical, civil, telecommunication (data/voice), audio/visual, vertical transportation, environmental, health, security, safety, fire protection and life safety, landscape architecture, historic preservation and construction management/inspection services (Including the daily coordination and inspection services of on-going project phases to modernize the South Building in the Headquarters Complex.). Delivery orders typically emphasis M/E/P disciplines, however, any of the engineering disciplines or the architectural discipline might be emphasized, as needed. Delivery orders may include, on an as-needed basis, and at the option of the Government, preparation of plans and specifications for contract documents, development of surveys, studies and reports, architectural programming, space programming and planning, investigation, planning, concepts, testing, development of Request for Proposal (RFP) for design-build projects, review of shop drawings and contract submittals, construction management and inspection services, cost estimating, value engineering and other related services. Project sizes will vary from small to potentially very large and may include HVAC improvements, electrical and lighting upgrades, telecommunication upgrades, space alterations, asbestos abatement, fire protection, energy conservation retrofits, and masonry or roofing. Designing security features and related areas of operational concern; blast-resistant building design; and surveying and working in occupied buildings may be project requirements. Projects shall be done using the metric system. All work must be accomplished by or under the direct supervision of licensed professional Architects and Engineers. Drawings must be prepared utilizing AutoCAD 2000. The selected firm will be required to provide documents in pdf format for posting to a Government web site during solicitations. Firms must be able to accept work that involves asbestos, lead paint, PCB?s, and other hazardous materials. Also, firms are advised that the selected firm, its subsidiaries, affiliates and subconsultants that design or prepare specifications for construction contracts, cannot provide the construction services for the same contract. Technological compatibility of the contractor's computer systems with the USDA's computer systems and software is required (Word 2000, Excel 2000, Microsoft Outlook 2000, AutoCAD 2000, Windows 98). The A-E will be required to stay current with any technological upgrades by the Government which is consistent with the working functions of a modern, technologically proficient A-E firm. A strong emphasis on "green" design and construction under the Leadership in Energy and Environmental Design (LEED) program and principles will be included in all projects. It is a requirement that the proposing firm and consultants have, as a minimum, on-line access to e-mail via the Internet service for the purpose of accomplishing contract progress reviews, coordination, transmission of electronic files, and day-to-day communications. The evaluation factors for selection are listed in declining order of importance is as follows: (A.) Recent {within last five (5) years} specialized experience of the firm and its consultants in the design of at least ten (10) repair and alteration projects (construction completed) and at least five (5) new projects (construction completed). The projects submitted for each type shall reflect a range that covers from small (under $100,000) to very large projects (over $1,000,000). The submittals shall show designs for new facilities and for existing facilities, including work elements involving: a) architectural space alterations, b) preservation of historic buildings, c) HVAC systems, d) primary and secondary electrical system, e) energy conservation retrofit (Mech./Elect.), f) facility environmental health and safety, such as asbestos, air quality and lead, g) life safety and fire protection systems (Fire Protection Engineering), h) telecommunication systems, i) security systems and j) space programming and planning. For the completed projects submitted, indicate which firm and subcontractor participated in each of the projects. Give a synopsis of the scope of work for each project, clearly stating what tasks were performed by the prime firm. Also, identify the project design budget for construction versus the construction contract award cost; identify the type of construction contract (low bid, negotiated fee, cost plus); give number and value of construction change orders; give the project schedules (design and construction) with scheduled completion versus actual completion; and provide letters of recommendation and federal agency performance evaluations. Identify both a project client and an end-user point of contact with current phone numbers and e-mail addresses for each project. (B.) Professional qualifications and experience of the proposed key staff and consultant personnel, including professional registrations, technical skills, and project management skills. Architects, interior designers and space planners, mechanical and fire protection engineers, electrical engineers, project managers, telecommunication specialists and structural engineers must be addressed in the firm's submission, as a minimum. List only the team members who will actually perform major tasks under this contract. Qualifications should address each individual's specific contribution to the efforts contemplated by this contract. Provide an organization chart with proposed staff and duties on this contract. Address any specialized experience and technical competence in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Also, provide specialized experience in the evaluation, preservation, and appropriate design solutions related to historic structures; experience with modern technologies including audio/visual systems, computer networking designs, telecommunication systems design, and cabling (RCDD) design. Firms should provide specific information on key personnel for projects submitted in the past performance project list. (C.) Capacity to accomplish six (6) concurrent multi-disciplined projects in the required time, based on sufficient staff and resources, management flexibility to re-allocate manpower and resources (both in-house and consultant) to meet changing priorities or project demands, the firm's present and projected workload and emphasis on this contract, and its past record of meeting schedules for concurrent projects. Provide the number and types of disciplines on in-house staff. Identify subcontractors and personnel to support secondary disciplines. Indicate the availability of the program managers and the project team (including consultants) for the specified contract performance period including options. Demonstrate professional registrations and the experience managing IDIQ contracts. (D.) Past performance on contracts with Government agencies and/or private industry, including the firm's ability to produce a well-organized, accurate, and fully coordinated set of contract documents, as evidenced by the firm's quality control techniques and the record of design-related change orders, and the firm's ability to maintain control of costs and schedules. Indicate cost control procedures and what team member is responsible for monitoring these processes; internal quality control (QC) procedures and internal quality assurance (QA) procedures and what team members are responsible for monitoring these processes. Specify how QA/QC will be executed on this contract, who will be in charge, who will be key personnel in this contract?s QA/QC procedures, the processes, etc. Provide the name and phone number of client references for each of the fifteen completed project examples, and data to substantiate a record of costs from budget through design, bids, and final construction cost, and the record of compliance with performance schedules. (E.) Indicate to what extent the Firm's proposed A-E team has worked together on previous projects. Identify these projects and indicate what each key personnel did on the project. Indicate length of time personnel have worked together and provide size, dates and locations of any projects noted. Indicate organization and working relationship of firm(s) and team components and how long they have been in place. (F.) The ability to provide construction inspection and management services, as evidenced by qualifications and experience of the firm, staff and consultants in providing construction management/inspection services for relevant similar projects. Provide list of projects where construction inspection and management services were provided. Indicate what services were actually provided for these projects. (G.) The ability and experience of the firm to perform computer assisted designs compatible with AutoCAD 2000, the architectural and metric system of measurement and the PDF format. Indicate the number of CAD operators that are available. Also, indicate the number of AutoCAD workstations and plotters that are available. (H) Show experience and demonstrated success in achieving sustainable design, energy conservation, pollution prevention, waste reduction, and the use of recovered materials in facility design. Also, describe the firm?s ?green? program, specifically as it relates to LEED certification, and its history and success. (I) Location in the geographical area and knowledge of the locality. Consideration for this contract will be limited to firms, joint ventures, and consultants with the capability of performing all required architectural and engineering services in their own existing active production offices located in the general geographic area of the Washington, D.C. metropolitan area {within a (25) mile radius of 14th Street & Independence Avenue, S.W. Failure to meet the geographic limitation will mean disqualification of the A/E firm. Specialty disciplines are an exception, however, the geographic location of these firms will be taken into consideration during the evaluation process. This solicitation is set-aside for 8(a) firms. Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting current (within 12 months of this announcement), completed and signed SF 254's (for firm and consultants) and a SF 255 along with a letter of interest identifying the contract by solicitation number to the office listed above by 2:00 PM, local time on September 9, 2002. Include in block 10 of SF 255 information on any computer design capabilities. In Block 8 of the SF 254 specify only current W-2 payroll personnel of each firm. Contract employees shall be indicated in Block 6 of the SF 255 as consultants. Each SF 255 in Block 8 shall include an abstract of at least fifteen (15) project examples varying from under $100,000 to over $1,000,000 in construction cost as similar in nature to the types of projects under this contract as possible, bound in a 21.6cm (8-1/2") x 27.9cm (11") format. If selected for an interview, each A-E shall present at least three of the ten (10) repair and alteration project examples and at least two (2) new project examples. All examples shall include drawings and specifications, final detailed cost estimate and original budget, a summary of the project scope and objectives, and the name, address and phone number of client contacts. Also include in Block 10 of the SF 255, as the last entry, the following CERTIFICATION, "I hereby certify the firm and consultants listed for this project meet the geographic limitations stated in the FedBizOpps announcement for this solicitation and all personnel listed (SF 254) are current W-2 payroll personnel of the listing firms.
