- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Worcester Polytechnic Institute, 100 Institute Road, Worcester, MA 01609-2280. The Building and Fire Research Laboratory (BFRL) of the National Institute of Standards and Technology studies building materials; computer-integrated construction practices; fire science and fire safety engineering; and structural, mechanical, and environmental engineering. Products of the laboratory's research include measurements and test methods, performance criteria, and technical data that support innovations by industry and are incorporated into building and fire standards and codes. The mission of BFRL is to meet the measurement and standards needs of the Building and Fire Safety communities and to disseminate critical tools - metrics, models, and knowledge - used to modernize the Building and Fire Safety communities. To meet the expanding information requirements of the Building and Fire Safety community, BFRL requires Contractor support to conduct a needs assessment for the development and content of an online multimedia database for the BFRL Scientific and Technical Research and Services (STRS) projects. The Contractor shall (a) create a prototype database to contain a centralized depository for fire science test data for theoretical and computational models, evaluation and analysis of performance of models in particular and general applications, and multi-media resource library containing video clips, animation, photographs, journal articles, and reports and (b) to conduct a needs assessment the information requirements of the Building and Fire Safety community. The proposed contractor, John P. Woycheese, Ph.D., Worcester Polytechnic Institute, is an instructor of Fire Protection Engineering Courses. His expertise possesses in fire, smoke, and brand modeling; fire protection systems, heat transfer, and engineering analysis. He possesses knowledge and experience in multimedia database development specifically related to fire protection engineering. His professional affiliations with the fire community include the Society of Fire Protection Engineers and Fire Safety Committee. His work has been published in the Journal of Fire Protection Engineering and Conference Proceedings on Fire Research and Engineering. The NAICS code for this acquisition is 541710 and the size standard is 500 employees. Interested parties may identify their interest and capability to respond to the requirement, in writing, however, THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION. Responses received by the closing date will be considered by the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A REQUEST FOR QUOTATION IS NOT AVAILABLE.
