Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Environmental Epidemiology Branch (EEB), plans to procure service for Data Collection for a Prostate Cancer Survey in Ghana, Africa, Noguchi Memorial Institute, Medical Research University of Ghana PO Box LG 581, Legon Accra, Ghana, Africa. The services are being made in accordance with simplified procedures as authorized in FAR Part 13. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. The Survey of Prostate Disorders in Accra, Ghana consists of two components to examine the burden of prostate illness in metropolitan Accra, Ghana. One component involves enumerating cases of benign prostatic hyperplasia (BPH) and prostate cancer diagnosed at Korle-Bu Hospital, in order to determine the incidence of clinical (i.e., diagnosed symptomatic) prostate disease. Retrospective cases shall be identified by reviewing hospital records. Prospective cases shall be identified in the context of routine testing for prostate disease among men who present to the urology clinic with symptoms. In addition, clinical data shall be abstracted from records of all identified prostate cancer cases to evaluate diagnostic and treatment procedures practiced in Ghana. The second component involves screening for and treating prostate disease in a random sample of 1,000 male Accra residents ages 50 to 74 to estimate the prevalence of asymptomatic and undiagnosed symptomatic prostate cancer and BPH in the general population. A comprehensive assessment of prostate illness, including prostate cancer and BPH, among West Africans is warranted to provide a clearer etiologic understanding of this disease with regard to environmental and genetic factors. Minimum Requirements: 1) Adhere to the work requirements and quality control procedures outlined in the protocol of February 2002, the draft Biospecimen Collection and Processing Manual of July 2002, and the Manual of Operations of June/July 2002, plus all agreed upon revisions made subsequently and; 2) Scientifically trained staff to ensure sufficient man-power to carry out study activities successfully. Period of Performance: Upon award of purchase order through 12 months. FAR Clause 52.217-8 Option to Extend Services (November 1999) applies to this request. Noguchi Memorial Institute for Medical Research is the only source known to the NCI that has a team of investigators experienced in carrying data collection in the field and compile epidemiologic data in Accra, Ghana. Therefore, the Noguchi Memorial Institute for Medical Research is the only organization that can satisfactorily meet all of the requirements. This is not a request for competitive quotations. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington D.C. time) on September 6, 2002.
