- Description
- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program, plans to procure the services of Pennsylvania State University, Department of Geography, 302 Walker Building, University Park, PA 16802 under the direction of Dr. Alan McEachren and Dr. Mark Gahegan to develop an exploratory spatial data analysis (ESDS) tool specifically for cancer surveillance. A general tool has been developed by Dr. MacEachren's group under a National Science Foundation (NSF) grant in collaboration with NCI and the Census Bureau. This software links a multivariate parallel coordinate plot with a map and permits some interactivity by the user. The DCCPS wishes to add functionality to this tool so that it may be used to examine spatial and temporal trends of cancer rates and to explore the associations between these patterns and potential explanatory covariates. Dr. McEachren shall design and implement a cancer surveillance ESDA tool, with the target audience being NCI staff and interested researchers that are familiar with cancer data and basic statistical methods. Dr. MacEachren is a Professor of Geography and Director of the Penn State Geographic Visualization Science, Technology and Applications (GeoVista) Center. Dr. MacEachren specializes in the visualization of geographic data and is one of the leading researchers in the world in the area of geographic visualization; he serves as Chair of the International Cartographic Association's Commission on Visualization and has written numerous scholarly articles and books. Dr. Mark Gahegan is also a Professor of Geography and Associate Director of the GeoVista Center; his expertise includes geocomputational and spatial data structures and algorithms. Dr. Gahegan will be responsible for database design and algorithmic development for this procurement to ensure that the software runs quickly and efficiently. Dr. MacEachren and Dr. Gahegan are the only individucals with the specific knowledge and expertise gained through initial and continued participation with the basic geovisualization software known to the government. However, if any interested party believes it too can meet the above, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:30 PM EST (Local Washington, D.C. time) on September 16, 2002. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.301-1. The requirement will be procured as a noncommercial item in accordance with FAR Part 13.
