- Description
- The National Cancer Institute(NCI), Environmental Epidemiology Branch (EEB) plans to enter into a sole source contract with Baylor College of Medicine, Veterans Affairs Center, 200 Holcombe Boulevard, Houston, TX 77030. The EEB plans to procure technical and scientific support in conducting epidemiologic analyses using Surveillance, Epidemiology, and End Results (SEER) and Medicare data to examine whether hepatitis C viral infection and other medical conditions and/or procedures are associated with the recent rise in primary liver cancer (PLC) incidence. Due to the complexity in analyzing SEER-Medicare data the NCI requires individuals that possess technical knowledge and experience with regard to linkage, extraction, and statistical analysis of medical data from these two sources. Baylor College of Medicine shall identify all eligible study participants from the SEER-Medicare data, extracting all hospitalization and outpatient information of interest for the identified study population, and performing the extensive epidemiologic analyses. The SEER-Medicare data structure is extremely complex. Medicare dataset alone is provided in seven differenet files (Medicare Provider Analysis and review file, Physician/supplier file, Outpatient file, Home Health file, Hospic file, Denominator file, Summarized denominator file for non-cancer cases. The data coding and relationship of variables are specific to the Medicare data and must be interpreted by individuals with knowledge of the appropriate data dictionary. The Baylor University research group is uniquely qualified in these areas and are the only source known to the Government with the unique staff and depth of knowledge of the use of SEER-Medicare data, in particular with Veteran's Affairs database. The Baylor University group also possesses extensive knowledge in the area of gastroenterology, which is deemed necessary to interpret the data. However, if any interested party believes it too can meet the above, it may submit a capabilities statment. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the Government needs. Capability statement must be received in the contracting office no later than September 16, 2002. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.301-1.
