- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #0033767, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) #01-08. This solicitation is under the Simplified Acquisition Procedures (SAP) and is unrestricted. The North America Industry Classification System (NAICS) Code is 336214 and the Business Size Standard is 500 employees. The Federal Bureau of Investigation(FBI)has a requirement for the following Brand Name or Equal: (Brand Name-Big Tex Trailers, Mt. Pleasant, TX); Model 35SA-10 Flat Bed Trailers with single axle & w/hinged ramp gate - Quantity of 45 in all to be shipped to the following 41 locations of the United States - 1 EA: Albany, NY; Albuquerque, NM; Anchorage, AK; Atlanta, GA; Baltimore, MD; Birmingham, AL; Buffalo, NY; Charlotte, NC; Cleveland, OH; Dallas, TX; Denver, CO; Detroit, MI; El Paso, TX; Houston, TX; Jackson, MS; Jacksonville, FL; Kansas City, MO; Knoxville, TN; Little Rock, AR; Los Angeles, CA; Louisville, KY; North Miami Beach, FL; Minneapolis, MN; Mobile, AL; New Orleans, LA; New York, NY; Newark, NJ; Oklahoma City, OK; Omaha, NE; Philadelphia, PA; Phoenix, AZ; Portland, OR; Richmond, VA; Sacramento, CA; Salt Lake City, UT; San Antonio, TX; San Diego, CA; Oakland, CA; Seattle, WA; St. Louis, MO; Cheverly, MD; and the following two (2) locations received a Quantity of 2 EA: Pittsburgh, Pa; and Quantico, VA. - - Technical Requirements: Flat Bed Trailer will be used for John Deere Gators. Due to the size and weight of the John Deere Gators, the following specifications for the flat bed trailers are required: Trailers must be capable of hauling a minimum of one (1) ton or two-thousand pounds(2,000 lbs); must be single axle; the usable bed area of the trailer must be a minimum of six-feet (6') wide and ten-feet (10') long. The bed area must have side rails approximately twelve inches high on the front and both sides. The rear of the bed must have a four feet (4') attached and hinged ramp gate. The tires should be a minimum of fifteen inches in size. A pressure treated wood floor for the bed. The color of the trailer should be black. The tongue must be equipped with a tongue-jack and safety chains. A Standard Commercial Warranty is required. Offeror should indicate FOB- Destination or FOB Origin w/estimated shipping charges. Please note the Point of Contacts and shipping addresses for the above destinations will be provided after receipt of order (ARO). The above characteristics are intended to be descriptive, but not restricted. Unless clearly marked that the offeror is quoting on an "equal" the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposed to furnish an "equal" product, then the brand name of the "equal"product, if any, shall be indicated on the Request for Quotation (RFQ). The evaluation and the determination as to the equality of the product, if not brand name, shall be the responsibility of the Government and will be based on information furnished by the offeror. The Government's purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available. To ensure sufficient information is available, the Offeror must furnish as a part of the quotation- all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the Government to determine whether the "equal" product meets the salient characteristics of the requirement. If the Offeror proposed to modify a product so as to make it conform to the requirement, then proposed modifications shall clearly be marked with descriptive materials to show modifications. The government reserves the right to request product samples which can be tested for compatibility and provided at no additional cost. FAR 52.211-6 Brand Name or Equal (AUG.1999); The Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered e.g., technical capability and past performance. Evaluation factors for this solicitation will comply with the procedures of FAR 13.106. Each offeror shall include a completed copy of the FAR Provisions at 52.212-3, Offeror Representations and Certifications (JULY 2002) with its offer. Offerors are encourage to use the Standard Form (SF) 1449-Solicitation/Contract/Order for Commercial Items -- found on Internet at http://www/gsa/gov/forms.
