Description
NA AMCOM proposes to acquire on an other than full and open competition basis, the performance of failure analyses on 18 Category 1 (CAT 1), Product Quality Deficiency Reports (PQDRs) exhibits of OH-58A, C or D Aircraft Equipment reported as deficient. Each failure analysis shall include functional testing to verify the reported deficiency, disassembly, and inspection of detail parts to determine the cause of the reported deficiency, preparation of a Teardown Deficiency Report in accordance with Data Item Des cription DI-ALSS-81534 and submittal of the report to AMCOM in accordance with the Contract Data Requirements List. The period of performance for this contract action shall be one year from date of award. An option provision is also included for the foll owing year that can be exercised to continue analyses of additional 18 CAT 1 PQDRs prior to the expiration of the basic contract. This acquisition is restricted to the approved source, Bell Helicopter Textron Inc. (BHTI), P.O. Box 482, Fort Worth, Texas 7 6101. As the designer and system integrator, only BHTI has access to all OH-58A, C and D test equipment and technical data, including that for failure analysis. The Government is unable to develop a performance specification, since BHTI holds propriety rights to essential data. Authority and justification is FAR 6.302-1, 'Only one responsible source or only from a limited number of responsible sources and no other supplies or services will satisfy agency requirements.'
