Description
NA AMCOM proposes to acquire engineering services on an other than full and open competition basis for the performance of failure analyses on selected Category 1 (CAT 1), Product Quality Deficiency Reports (PQDRs) exhibits of OH-58 KIOWA T63-A-720, T-703-AD-7 00 and T703-AD-700A Turbine Engines reported as deficient. Items selected shall be those requiring analysis, investigation and knowledge of manufacturing and design criteria on the listed engines. The contract will be for a fixed price level of effort fo r analyses of CAT 1 PQDRs. Estimated effort for purposes of planning would include 4 to 6 Test and Teardown Analysis of T63 or T703 Engines, and 12 to 14 analyses of T703 Engine Modules, T703 Fuel Controls or T63 Fuel Controls. Each failure analysis sha ll include preparation of an Analysis Report in accordance with Data Item Description DI-ALSS-81534 and submittal of the report to AMCOM in accordance with the Contract Data Requirements List. The period of performance for this proposed contract action wi ll be one year from date of award. An option provision is also included for the following year that can be exercised to continue the analyses on a similar basis prior to the expiration of the basic contract. This acquisition is restricted to the approved source, Rolls Royce Corporation, Indianapolis, Indiana, CAGE 63005. As the designer and engine manufacturer, only Rolls Royce Corporation has access to all T63-A-720, T-703-AD-700, and T703-AD-700A Turbine Engine equipment and technical data, including m anufacturing details, design drawings, and criteria needed for teardown evaluation. The Government does not have the ability to develop a performance specification, since Rolls Royce Corporation holds propriety rights to essential data. Authority and just ification is FAR 6.302-1, 'Only one responsible source or only from a limited number of responsible sources and no other supplies or services will satisfy agency requirements.'
