JOB DESCRIPTION: SOURCES SOUGHT/NOTICE OF INTENT TO SOLICIT WITH ONE SOURCE--The proposed contract action is for assessment of inflow forecast uncertainties, American River and Folsom Dam, California for which the Government intends to solicit and negotiate with Hydrologic Research Center, ATTN: Konstantine P. Georgakakos, Director, San Diego, CA, a non-profit small business who?s staff developed and provided the software implementation of SS-SAC, the state-space version of the Sacramento Soil Moisture Accounting Model. Under contract with the US Bureau of Reclamation, HRC calibrated SS-SAC for the watersheds above Folsom Reservoir on the American River and assisted the California-Nevada River Forecas t Center (CNRFC) with operational implementation, who has a current working relationship with CNRFC and their operational systems and requirements, current working knowledge of the American River watershed, expertise in the use of global circulation models , downscaling global circulation models, and the application of the atmospheric model reanalysis data that will be required to appropriately regenerate historical meteorological forecasts of temperate and precipitation. All interested parties may respond or submit statements of qualifications. Responses must include specific information as to the firm?s capabilities relative to the above requirements. Small business and 8(a) respondents must discuss their ability to perform 50% of the labor dollars with their own employees. All potential sources must identify their business size. This is not a request or competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
