- The Naval Aviation Depot at the Naval Air Station Jacksonville, Florida, is seeking eligible small business firms capable of providing a new J52 Aircraft Jet Engine Fuel Heater/Anti-Icing test stand. The contractor will be responsible for the design, fabrication, delivery, installation and operator training on the test stand, which will be used to troubleshoot and verify performance of the following J52 engine fuel accessories: P/N 506313 Fuel Heater manufacturer Pratt&Whitney; P/N 559531 Fuel Heater Connector manufacturer Pratt&Whitney; P/N 55822-1 Speed Governor manufacturer Pratt&Whitney, Hamilton, Sunstrand. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide whether it is appropriate to offer J52 Fuel Heater/Anti-Icing Test Stand as a competitive Small Business Set Aside. This office anticipates an award of a contract for this hardware no later than 30 September 2002. The appropriate NAICS is 334519, size standard 500 employees. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Government is anticipating a Commercial Item Type Acquisition under FAR Part 12 with a firm fixed price contract being the preferred contract type. This procurement is for an urgent fleet requirement and all interested contractors must be able to demonstrate the ability to rapidly plan for and execute this requirement if selected for award with delivery of the test stand no later than January 03 but preferably sooner. GENERAL DESCRIPTION OF REQUIREMENT: The J52 Fuel Heater/Anti-Icing test stand shall be of new construction with a useful operating life of 15 years. Commercial or MIL standard parts and threads shall be used in the construction. The test stand shall be designed for use in a hazardous area per NEC Class 1, Division 1, and Group D. The details in testing the Fuel Heater Assembly are contained in NAVAIR Manual 02B-10DAD-6-2V6, work package 173 00. Testing of the Fuel Heater Assembly requires the use of calibration fluid at different temperatures (35 to 110 degrees F), and be able to step the temperature up or down at 2 degrees F increments and to hold the set temperature within +/- 1 degrees F. Procedure for testing the heater requires the following: Temperature controlled hydraulic supply rated to 3000 ppm at pressures to 500 psig. Temperature controlled hydraulic supply rated to 15,000 ppm at pressures to 125 psig. Pressure regulation valves capable of regulating hydraulic pressures of 0 ?250 psig at flows from 0-14,000 ppm. Temperature controllers capable to regulate fuel temperature between 35-110 degrees F. Flow meters capable of measuring fuel flow in the range of 0 ?14,000 ppm. Pneumatic pressure measurement capability up to 400 psig. Delta pressure measurement capability up to 50 psid. Two delta pressure measurement capabilities up to 150 inches of water. Timer capable of measuring minutes and seconds. The details in testing the Fuel Heater Connector are contained in NAVAIR Manual 20B-10DAD-6-2V6, work package 173 00. Testing requirements for the Fuel Heater Connector are the same as for the Fuel Heater Assembly. The details in testing the Speed Governor are contained in NAVAIR Manual 03-110AD-23. It is requested that interested small businesses submit to the contracting office a brief capabilities statement (no more than 5 pages in length, single-spaced, 12 point font minimum) demonstrating capability to provide the required hardware. In the capabilities statement, please include the company profile to include number of employees, annual revenue history, office location(s), DUNs number, and a statement regarding current small business status.
