- The contractor shall provide the personnel; materials, equipment and supplies; supervision; and facilities and office space necessary for the editorial, layout an indexing services to produce camera-ready copy for the AF History Support Office (AFHSO) of an historical manuscript tentatively entitled "A History of Aeromedical Evacuation in the US Air Force". The text manuscript is approximately 750 double-spaced pages in length, including endnotes, but not including front matter, glossary, bibliography, or photographs. It is estimated that the manuscript will result in a typeset text 514 pages in length. The source endnotes at the end of chapters shall not be indexed; explanatory footnotes at the bottom of pages of the text shall be indexed. A photo search; photo captioning, layout and placement; and cover design by the contractor are required. The contractor shall also produce a list of photographs, a glossary of acronyms and abbreviations and a bibliography. The completed volume will be produced for the AFHSO and will be published by the AFHSO for the AF History and Museum Program. The North American Industry Classification System (NAICS) code for this acquisition is 561410 and the corresponding SIC code is 7338 with the size standard being $6.0 million. The period of performance is 9 months. This is a competitive, best-value solicitation. Offerors' proposals will be evaluated according to four criteria. The criteria, in descending order of importance, are as follows: Past Performance, Technical, Management and Price. All evaluation criteria other than price, when combined, are significantly more important than price. This procurement is a 100% SET-ASIDE FOR SMALL BUSINESSES. This solicitation will be distributed solely on the World Wide Web at the following address beginning on or after 2 Aug 02: http://www.eps.gov. Closing date of the solicitation will be no longer than 30 calendar days after the issue date. NO PAPER COPIES WILL BE MAILED. Prospective offerors will be asked to register for this solicitation at the web site referenced above.
