Description
The Federal Bureau of Prisons/Southeast Regional Office located at 3800 Camp Creek Parkway, Bldg. 2000, Atlanta, GA 30331-6226, intends to award multiple Indefinite Quantity/Requirements contracts to hospitals within a seventy (60) mile-radius of the Federal Correctional Institution, Estill, South Carolina 29918. Provision of Comprehensive Hospital Services will be on a "performance based" approach with required output to be performed by the contractor; Output No. 1: Provide community-based and institution-based physician services, which conforms to community standards of all local, state and federal laws and regulations applicable to the delivery of health care to members of the general public. Output No. 2: Provide inpatient and outpatient facility services which conform to community standards and all local, state, and federal laws and regulations applicable to delivery of health care to members of the general public. Output No. 3: Provide a system of centralized billing whereby the Bureau receives one billing for all contract services related to an inpatient admission or outpatient encounter.Output No. 4: Manage medical record information in a manner which promotes continuity of care while observing restrictions on the release of information. Output No. 5: Maintain an open avenue of communication, facilitating the exchange of information between the contract physicians, contract facility and the Government regarding the contract services. The services required include inpatient, room and board, and ancillary services; outpatient services, medically necessary professional services, as appropriate; in a comprehensive package. The preferred payment methodology for these services (which will receive preference in both awards and patient referrals) shall be calculated utilizing the Benchmark Medicare Reimbursement Methodologies. For each category of service to be provided, offeror(s) will be allowed to propose a variance from the Benchmark Medicare rate in the form of a discount from the premium to medicare rates established by the Health Care Financing Administration. The medical care will be for the inmates incarcerated at the Federal Correctional Institution, Estill, South Carolina 29918. The anticipated issue date of the Request for Proposal (RFP) is on or around May 06, 2002. The estimated due date for receipt of proposals is August 5 3, 2002, at 2:00 p.m. EST. Proposals may be requested via the fax, at (678) 686 - 1448. The contract will include a base year not to exceed twelve (12) months with four (4) one year option renewal periods. The estimated inpatient days are recorded below. Base Year's Guaranteed Minimum is 25, estimated Maximum 400; Option Year One Minimum 25, Maximum 400; Option Year Two Guaranteed Minimum 25, Maximum 400; Option Year three, Guaranteed Minimum 25, Maximum 400; and Option Year Four, Guaranteed Minimum 25, Maximum 400 inpatient days. The Outpatient Institution services that are required are as follows; Orthopedic Surgeon, 12 sessions per year, Dermatologist services, 12 sessions per year, Urologist, 12 sessions per year, General Surgeon, 12 sessions per year, Ent. Specialists, 12 sessions per year, Optometrist 12 sessions per year, Cardiologist Service 12 sessions per year, Dietician services 24 sessions per year, and Nephrologist 12 session per year. The evaluation criteria for this solicitation will include price, past performance, technical merit and Small Disadvantaged Business Participation Targets. The NAICS code for this service is 622110 with a small business size standard of $29.0 million. All responsible sources may apply.
