- Quotes MUST BE SUBMITTED TO: NOAA/OFA64, 8455 Colesville Rd., Suite 1450, Attn: Jay Moore, Silver Spring, MD 20910. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being conducted in accordance with the Public Law 103-355 (41 U.S.C. 264 note), and the information below is expressed as a statement of need for a commercial item, as outlined in FAR 12.202. This acquisition will be procured IAW the simplified acquisition procedures outlined in FAR 13.106. The intent of this synopsis is also to describe the required commercial items through the process described in FAR subpart 11.002. Additionally, it is the intent of NOAA to tailor the provision of FAR 52.212-1 and 52.212-4 to include addenda to the terms, estimated to include inspection and acceptance provisions-if applicable to commercial practices. In all instances wherein this text is supplemented by a "tailored" clause, the tailored clause shall take precedence over the corresponding text. Clause 52.212-4 (c), entitled "Changes" is hereby tailored by being supplemented by FAR clause 52.243-1-Changes-Fixed Price (AUG 1987), Alternate I (APR 1984). FAR 52.212-2 will be used for evaluation purposes, and will be supplemented by Factors (a), (b), and (c), below. This Request for Quote (RFQ) states the requirements for providing 30 replacement bit synchronizers (RBS) for the existing Polar-orbiting Operational Environmental Satellite (POES) ground system, and for the Defense Meteorological Satellite Program (DMSP), both operated by NOAA at its CDA facilities in Fairbanks, AK, Suitland, MD and Wallops, VA. The CDA stations use bit synchronizers as part of their 13- meter antenna data acquisition equipment. However, the CDA 13-meter DSI Model 7715 bit synchronizer manufacturer is no longer in business and support for the existing bit synchronizers is uncertain. This RFQ shall provide up to 30 drop-in replacement RBS units, in accordance with the specifications below. Evaluation criteria used for the determination of technical suitability is compliance with the specification for the RBS. Compliance is necessary for a favorable award determination. Therefore, the Government will evaluate: (a) the Offeror's compliance with these specifications. Offerors must demonstrate through a compliance matrix that they either comply or take exception to the specified requirements herein. Use of appropriate commercial literature is acceptable in tandem with the compliance matrix. If an exception is taken, the Offeror must explain how it can otherwise meet performance requirements; (b) the Offeror's past performance will be evaluated for similarity and recentness of the referenced buy, and the Contractor's overall performance, including meeting the delivery schedule and reliability of the equipment (submit three past performance references for the same or similar units, delivered over the past three years, including price/unit, technical and business points of contact and telephone numbers); and (c) the warranty terms must be submitted and will be evaluated for their appropriateness to sustaining the Government's mission requirements and avoiding service discontinuity. Price will not be scored, but will become more important if technical scores are relatively equal. Technical suitability will be allocated with the following weights: (A) Compliance with Specifications: 70%, (B) Past Performance: 20%, and (C) Warranty Terms: 10%. Determination for award will be based on an integrated assessment of these technical factors with price. Quoted items must be priced to include ALL direct and indirect costs, and other direct costs not elsewhere specified, for the following Firm-Fixed-Price Items: (A) Drop-in Replacement Bit Synchronizers (Quantity-30) (each); Price (per unit): $ (to be quoted-TBQ); (B) Optional Warranty Extension, each unit, at $ TBQ; (C) Technical Interchange Meetings at Contractor's Plant, including Kick-off mtg., CDR, First Article Test-Quantity 3 ; Price (Per TIM): $TBQ. Govt.-site Test and Acceptance up to 10 days; 60 days remote technical support; O&M manual (for each delivered bit synchronizer); and test procedures shall be included in RBS unit price (each). Government is not obligated to order any options. The F.O.B. Destination delivery point is NEDSIS, Suitland, MD (TBD). The Government shall install the units, therefore no installation costs should be proposed. Constructive acceptance, and the start of any warranty, shall not occur until 30 days after delivery of the unit(s), following Government installation and test. Offerors must include a complete copy of the Representation and Certifications in FAR 52.212-3. FAR 52.212-5 applies to the acquisition and is incorporated. The contact person below will provide the FAR 52.212-5 document, with the appropriate checked blocks, upon request by e-mail. Other terms and conditions are as follows: the objective of this RFQ is to acquire: (A) 25 drop-in RBS replacements for the existing 25 operational bit synchronizers and 5 spares; (B) ensure that existing data acquisition characteristics and ground system interfaces are compatible with the delivered RBS interfaces. This requirement is for drop-in replacement bit synchronizers (RBS) that meet the following criteria, but are not limited thereto-see the Statement Of Work (SOW) Tables 3-3.1, 3-3.2, 3-3.3 and Appendices under separate cover, upon request: (1.) the RBS shall have identical data input and output functionality to the DSI Model 7715 bit synchronizers, and shall incorporate future program characteristics; (2) RBS system interfaces shall exactly match the POES/DMSP DSI 7715s, without causing modifications to the existing operational system; (3) RBS must be able to accommodate an interface to the future Metop mission as an add-on capabilities and be backward compatible with existing operations software. (4) RBS shall output reconstructed NRZ-L data, coherent clocks and various status signals, including 4x clock multiplier requirement for POES. (5) Operating parameters must be controlled locally via front panel controls and remotely by an RS-232 (DB-25) interface; (6) RBS must process signals coded in standard IRIG PCM formats and in PM randomized data; (7) Input signal levels must be from 0.25 V to 10 V p.p. with frequency variations up to +/- 10% accommodated without intervention; (8) existing bit synchronizers supporting DMSP must have all the same features as POES units, but with an auto bit-rate selection function, including Auto Select at 2 or 10 Kbps, and Data type at Bi-phase M; and (9) the DMSP mission also requires RBS to support a 60 Kbps Bi-phase M data type manual mode of ops as an auto-rate selectable function. It is impracticable to distribute all applicable performance specifications with this solicitation.
