- NSN: 8415-01-084-1705(s) and/or NSN: 8415-01-327-5324(s). ITEM: Trouser, Temperate, Woodland Camouflage, Type I and/or Trouser, Desert Camouflage, Type VII. SPECIFICATION: MIL-T-44047E dated 26 Jun 91 & Interim Change dated 19 Jan 93. PATTERN DATE: 25 OCT 94. A web-based system for offerors to request specs, patterns, drawings, etc. has been developed at the following web site http://ct.dscp.dla.mil/Index.html. NOTE: The Trousers are not a commercial item and shall be manufactured in accordance with the specification cited. Predominant material of manufacture in Cloth, Ctn/Nyl, Twill, Woodland Camouflage for Type I Trousers and Cloth, Ctn/Nyl Ripstop, Desert Camouflage for Type VII Trousers. Acquisition quantity is MINIMUM - 300,000 PR/MAXIMUM - 1,700,000 PR. The Government intends to make two (2) awards based upon an integrated assessment of technical factors and price resulting in the Best Value to the Government with percentage of awards to be made as follows: 70% - Unrestricted - MINIMUM - 210,000/MAXIMUM - 1,190,000 PR; and 30% Total Small Business Set-Aside - MINIMUM - 90,000/MAXIMUM 510,000 PR. The Government also intends to solicit for an Indefinite Type contract utilizing Best Value Concept requiring a PDM and Technical Proposal consisting of the following: (1) Product Demonstration Model - one; (2) Past Performance; (3) Electronic Data Interchange; (4) Bill and Hold; (5) Manufacturing Plan; (6) Industrial Mobilization Plan; (7) Socioeconomic Consideration (applicable to Unrestricted Portion); (8) DLA Mentoring Plan; and (9) Javits- Wagner-O'Day Entity Act (Unrestricted only). Four (4) Term options will be included at the same quantities cited applicable to 70% Unrestricted and 30% TSB-S/A portion and shall be mandatory. DELIVERY: Approximately 141,670/pr total monthly commencing 135 days after date of award with a performance period running for twelve (12) months. (70% Unrestricted - 99,170 Pr/monthly maximum; 30% TSB-S/A - 42,500 Pr/monthly maximum). All components/material in the fabrication of the trousers are to be manufactured in the United States and furnished by the successful offeror. Preference for Certain Domestic Commodities is applicable to this acquisition. Anticipated Solicitation Issuance Date is on/about 28 Aug 02. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.mil/home after (29 August 2002). From the Gateway home page, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. In addition, you can enter DSCP C&T FSCs and NSNs to receive notification of RFPs. The Gateway will send all registered users an e-mail notification of RFP solicitations based on your FSC and NSN profile.
