- DSCR is soliciting to provide services to perform a limited background site investigation, research past activities, and strategically sample and analyze potential sources for contamination around a warehouse in the Defense Distribution Depot Richmond, VA (DDRV). The final sampling and analysis shall conclude the source of contaminates and the cause. The contractor shall prepare a detailed work plan and schedule denoting work to be performed and estimated completion dates. The contractor shall perform a background analysis as well as conducting a field investigation to familiarize himself with DSCR's past work practices and potential sources for the contamination. A minimum of two proposals shall be prepared for the course of action to be taken to implement the sampling plan. Prior to performing any work on-site, the contractor shall prepare a Certified Industrial Hygienist approved, Site Safety and Health Plan. The SSHP shall be submitted for approval by DSCR. Once DSCR has elected their choice of action, 9 groundwater samples shall be taken. The samples shall include re-sampling of pertinent existing monitoring wells as well as borings for new monitoring wells. Solicitation issue date is August 19, 2002. A Statement of Work will be included in the solicitation. This requirement is set-aside 100% for Small Business and will be issued unrestricted using commercial procedures.
