Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Packard BioScience Company , Boston, MA to furnish, deliver (F.O.B. Destination, within Consignee's Premises), and install a new Multiprobe II EX System and Accessories at the USDA, ARS, Eastern Regional Research Center, in Wyndmoor (Philadelphia), PA. The USDA-ARS Eastern Regional Research Center is engaged in a wide variety of agriculturally important research where detailed knowledge of plant, animal and microbial proteins, carbohydrates, lipids and genes is critical. The Multiprobe II shall provide a high-through-put automated protein digestion and MALDI plate spotting prior to MALDI-TOF-TOF analysis. In addition, the Multiprobe II system produces an automated protein digester and plate spotter completely compatible and work in tandem with the Applied Biosystems 4700 MALDI-TOF-TOF Spectrometer. The Packard BioScience Multiprobe II will be used to conduct high-through-put automated protein digestion and MALDI plate spotting for use in proteomics research. The SALIENT CHARACTERISTICS for this system include: 1)4-probe robotic liquid handling system with gripper option for moving plates and bottles during completely unattended operation; 2) In-gel trypsin digestion of gel electrophoresis spots with a sensitivity of at least 250 fmol for a Bovine Serum Albumin standard loaded and run on a 1-D gel; 3) Operates with a reconstitute and spot cycle time of 3.9 hours deck time with a 2 hour speed-vac time and 6-12 hours of incubation time. The reconstitute and spot method is at least 93% successful with up to 7 no-spots per plate which can be manually spotted later; 4) The system is completely validated by a certified ISO Standard 9001 manufacturer. In addition, the following options and accessories are required: 1) Low Volume DT Option; 2) Left and Right Expansion Modules; 3) Versatip Plus MPII ROBORCK Kit; 4) Gripper Option; 5) Proteomics Accessory Kit; 6) Maldi Spotting Kit; 7) DATA SYSTEM includes a Pentium Processor with 4.0 GB hard drive, 64 MB RAM, one 3.5" 1.44 MB disk drive, one 4X CD-ROM, Year 2000 Compliancy, one 17" SVGA color monitor, mouse and mouse driver with Windows NT Operating system and Microsoft OfficePro 2000, Winprep Application's software. The software must be completely compatible and work in tandem with the Applied Biosystems 4700 MALDI-TOF-TOF Spectrometer; 8) One copy of the Customer Service Manual. The following standards in Section 508 Accessibility Compliance Clause are applicable to this contract: 1194.21, 1194.22, and 1194.26. The Contractor must note in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. For each item that is identified as compliant the Contractor shall provide evidence or verification of compliance. The proposal must indicate where full details of compliance can be found (e.g schedule attachment, vendor's website or other readily available location (specify). INSTALLATION - The Contractor shall perform installation and start-up within two (2) weeks after delivery. TRAINING - The Contractor shall provide a minimum of 1-day training on-site at the ERRC for a maximum of 5 persons and include all pertinent training materials and be completed at time of installation. WARRANTY - The Contractor shall provide a one year, on-site, non-consumable parts and labor warranty on the equipment and a standard commercial software warranty. The Contractor shall provide a copy of the warranty for each item with their offer. The Contractor shall also provide information regarding the available extended warranties. DELIVERABLES - The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee's Premises) the equipment and documentation to the USDA, ARS, NAA, ERRC on or before September 30, 2002. DOCUMENTATION - The Contractor shall provide the installation drawings to the COR within five (5) calendar days after receipt of the purchase order. The Contractor shall provide two (2) copies each of the following manuals: operations, repair, maintenance, lubrication, software, service instructions, and operating instructions to be submitted when you deliver of the equipment. Contractor's with the demonstrated capability and financial capacity to provide these items must submit a written substantive statement outlining the Company's capabilities, provide the required information and provide itemized pricing. The Contractor is are responsible for monitoring the FBO website at http://www.fedbizopps.gov for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents (if any). If no affirmative responses are received with 5 days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Packard BioScience Company under the authority of FAR 6.302.
