Description
The Department of Agriculture, Farm Service Agency, Kansas City Commodity Office, Dairy & Domestic Operations Division, 6501 Beacon Drive, Stop 8718, Kansas City, MO 64133 seeks to qualify a list of potential offerors for a "pilot" for storage and distribution services for the Southwest region of the United States. The future solicitation (FSA-R-001-02KC) will utilize FAR 9.2, Qualification Requirement. The Government intends to only allow proposals from a potential list of offerors with whom this agency has a current Processed Commodities Storage Agreements (PCSA) and meet the requirements listed below or who has the capability to meet the requirements prior to proposal submission date. If the potential offeror cannot meet the qualifications by proposal due date but can demonstrate, to the satisfaction of the Contracting Officer, that they can meet the standards by a specified date, the potential offeror may be provided an opportunity to submit a proposal. Synopsis of the solicitation requirements is anticipated to be released on or about August 23, 2002. The electronic solicitation will be released on or about September 9, 2002. Proposal submission date is anticipated to be on or about October 18, 2002. In order to be eligible to submit a proposal for the future solicitation, offerors must provide proof they have a current PCSA or the capability to meet the requirements prior to proposal submission. The PCSA mandates the general routine practices and procedures for USDA warehouse operators located in the United States and Puerto Rico. The PCSA includes CFR Part 1423(Standards for Approval of Dry & Cold Storage for Processed Agriculture Commodities, Extracted Honey and Bulk Oats), WA-51 (Financial Statement, or substitute determined to be acceptable to CCC), CCC-29 (Processed Commodities Storage Agreement), CCC-20 (Supplement to Uniform Storage Agreements), CCC-560 (Warehouse Operator?s Application for Approval of Warehouse), CCC-29-1 (Schedule of Warehouses) and CCC-29-2 (Schedule of Rates). Additional supplemental information includes SF-LLL (Disclosure of Lobbying Activities), 31 U.S.C. 1352, KC-140 (Warehouse Operator?s Report of Space Availability), KC-14 (Request for Tariff Information), KC-1622 (Resolution of Board of Directors) and SF-3881 (ACH Vendor/Miscellaneous Payment Enrollment Form). All PCSA information submitted will be verified through a physical warehouse examination prior to final approval. The future solicitation will consist of a firm-fixed price indefinite delivery/indefinite quantity service contract with performance based requirements for storage and distribution services. For the purposes of this future solicitation, the "pilot" area will be defined as the following five (5) states: Arkansas, Oklahoma, Texas, Louisiana and New Mexico. The future contract period will consist of a twelve (12) month base period to include one six (6) month guaranteed option period, and the potential of three (3) one year option periods, if exercised by the Government. The period of performance available to the Government will consist of a total of 54 months. The qualified contractor must be able to provide all personnel, equipment, materials, supervision, facilities, transportation and other items necessary to perform the following work: 1) receive and store commodities for multi-food shipments, 2) accept orders from entities via an internet based system, 3) pick & pack and deliver the orders 4) negotiate and coordinate multiple delivery schedules. The future shipments are to be delivered to recipients of federally mandated commodity-feeding programs, and if required, on an as needed basis, for victims of natural disasters. If a federal disaster occurs, the contractor may or may not be required to arrange delivery of commodity items. The facility must be able to accept orders directly from these entities via an Internet based ordering, inventory, tracking and monitoring system. In addition, all logistics will be responsibility of the Contractor to include all rating, routing and transportation. Deliveries must be accomplished in full truckload quantities, which can accommodate commodities that must be shipped in a single truck that can handle Dry, Cooler and Freezer. The multifood shipments for this "pilot" will be delivered to approximately 28 different locations. The commercial facilities must have dry, cooler and freezer capacity. The minimum space requirements are: Dry 30,000 sq.ft., Cooler 6,000 sq.ft. and Freezer 3,000 sq.ft. and Staging 10,000 sq.ft. The Freezer must be capable of maintaining temperatures at or below 0 degree Fahrenheit. The applicable North American Industry Classification (NAICS Code) is 493110 with a not to exceed size standard of $21,500,000 for annual receipts which have been measured and reported to the U.S. Treasury Department, Internal Revenue Service, for Federal income tax purposes. This proposed procurement is 100% full and open competition. The successful contractor will be selected by use of formal source selection procedures to include oral presentations which will result in an award that is defined as the best overall value to the Government. Use of past performance information as well as the evaluation criteria outlined in the future solicitation will be used in the overall evaluation process. It is anticipated that the solicitation will be issued electronically on or about September 9, 2002 on FedBizOps at www.eps.gov and a Warehouse Conference/Preproposal Conference will be held on September 19, 2002 in Kansas City, MO.
