- Description
- Notice of intent to negotiate a sole source contract with Helen M. Kupeli Consulting, Inc. for the National Marine Fisheries Service (NMFS). Purpose of the contract is for refinements to a web-based permit application currently being used by NOAA fisheries and the Oregon Department of Fish and Wildlife (ODFW) to receive, evaluate and authorize research activities affecting ESA-listed salmonids. Version 1 of this application was launched in 2001. The refinements for Version 2 will further streamline NOAA Fisheries' permit process by simplifying application fields, reducing application times, automating data processing functions, allowing annual reporting functions and improving consistency with state fish collection permits. HMKC provided invaluable review and troubleshooting of the Version 1 permit application. This is a simplified acquisition with an estimated value of less than $100,000.00
