Description
The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the American College of Emergency Physicians (ACEP), 1125 Executive Circle, Irving, TX 75038. This acquisition is to implement activities to assist in meeting the Emergency Medical Services for Children Five-Year Plan objectives. The contractor shall communicate emergency medical services (EMS) for children issues through annual meetings, newsletters, and other communications vehicles participate in meetings of the EMS Partnership for Children (PFC) consortium; and direct and support the process for the development of evidence-based clinical guidelines on pediatric sedation and analgesia in the emergency department. The EMSC program is designed to reduce child and youth mortality and morbidity sustained due to severe illness or trauma. ACEP is uniquely positioned to develop evidence-based clinical guidelines on pediatric sedation and analgesia in the emergency department due to access to the nation's emergency physicians, involvement in education and training related to pediatric care and the ability to develop national standards of care. ACEP is the sole owner of the database, which contains a national registry of qualified emergency physicians to distribute information to members. Any other organization that attempts to development this type of database would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the American College of Emergency Physicians (ACEP) is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 ( c ), (1) as set forth in FAR 6.302-1 (B) (1).
