Description
The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the National Council for State Emergency Medical Services Training Coordinators, 111 Park Place, Falls Church, VA 22046. This acquisition is to implement activities to assist in meeting the Emergency Medical Services for Children Five-Year Plan objectives; communicating emergency medical services (EMS) for children issues through annual meetings, newsletters, and other communication vehicles. NCSEMSTC must participate in meetings of the EMS Partnership for Children (PFC) consortium and direct and support the process for the (1) study of essential (of high frequency and or criticality of use) pediatric skills and knowledge utilized in pre-hospital care settings; and (2) develop of recommendations for refresher training and continuing medical education on such pediatric skills and knowledge. NCSEMSTC is an incorporated organization made up of individuals who represent regulatory bodies with control over EMS training in each state and territory. The main purpose of NCSEMST is to promote the training of EMS personnel based on sound educational principles and current medical knowledge and practice and maintains an accurate educational database. NCSEMTS is the only organization with a database of State Emergency Medical Services Training Coordinators. This database contains crucial information necessary to accomplish this acquisition. NCSEMSTC is the sole owner of the database, which contains a national registry of State Emergency Medical Service Training Coordinators to distribute information to members. Any other organization that attempts to development this type of database would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the National Council of State Emergency Medical Services Training Coordinators (NCSEMSTC) is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 ( c ), (1) as set forth in FAR 6.302-1 (B)(1).
