- The Health Resources and Service Administration (HRSA) intends to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with Technical Resources International, Inc., 6500 Rock Spring Drive, Suite 650, Bethesda, MD 20817. This is a 100% Small Business Set Aside and the NAICS Code is 541990. The contractor shall film and produce a training video to be utilized by the Ryan White Comprehensive AIDS Resources Emergency (CARE) grantees to assist with their compliance with legislative and HRSA requirements. Technical Assistance (TA) and training activities support the CARE Act grantees which are directed through the HIV/AIDS Bureau(HAB) Division of Training and Technical Assistant (DITTA). It is imperative that DITTA seek outside assistance from a technical assistance company which is currently familiar with the Agency, Bureau of Division programs and its grantees. The tasks consist of developing a new training tool (video/CD ROM) using the unique data base of Technical Resources International and guidance from DITTA. Technical Resources International Inc., has developed this unique data in the writing and development of this training tool which will feature models that have potential for replication in all areas, locally and nationally. Any other organization that attempts to develop this type of database would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would bot be recovered through competition. Therefore, the Technical Resources International, Inc. is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 (c)(1) as set forth in FAR 6.302-1(B) (1).
