Description
The Bureau of Prison(BOP) has identified a need to establish a service contract to assist the National Institute of Corrections (NIC) to train and facilitate a NIC strategic management work group to revise and update the agency's corporate level strategic plan and to facilitate the work group in the development of a corporate-level Balanced Scorecard Performance Measurement Framework and specific performance measures as an integral part of the agency strategic plan. NIC is very interested in developing, updating, revising and implementing an integrated strategic management and performance measurement system using presentation, training, group facilitation and technical assistance working both at the corporate, division, and branch levels. The contractor must have the expertise and experience to assist NIC managers and staff develop an integrated strategic management system that links the agency's mission, vision, beliefs, goals, strategies, initiatives, performance measures, and resource allocations (both staff and dollars). The contractor will work closely with NIC's managers, staff and the Contracting Officer Technical Representative (COTR). The development of the integrated strategic management system and performance measurement system details two phases and a number of task under each phase. Phase I will focus on the NIC corporate level and will involve a team effort with NIC Advisory Board representation and NIC executives and staff. Phase II will focus on NIC business unit strategic planning (i.e., program divisions). The contractor must be knowledgeable and have a track record of accomplishments relating to assisting organizations develop and/or update strategic plans and assisting in the integration of performance measurement framework (i.e., Balance Scorecard) into an organization's strategic management and planning process. This is a requirement type contract with firm-fixed unit prices. The term of the contract includes a one year base period from date of award through 12 months. The solicitation will be issued as 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541611. The BOP anticipates posting the solicitation to the government electronic point of entry, Federal Business Opportunities (FedBizOpps) website (www.fedbizopps.gov) on or about August 26, 2002. All future information about this acquisition, including amendments, will also be distributed solely through this site. Hard copies of the solicitation document will not be available. All responsible sources meeting the requirements listed in the solicitation may submit a proposal which will be considered by the BOP.
