- This is a combined synopsis/solicitation for the following services: Contractor to furnish all labor tools, parts, materials, facilities, transportation, and supervision necessary to provide: (1) Shelter system with (10) side windows and (2) stove pipe flanges, 20 foot by 32.5 foot by 10 foot high, (1) 30 inch by 72 inch fiber glass door, (1) 3 foot by 7 foot double zipper entry, (1) vinyl floor, (1) set of liners, (1) electrical kit, and (1) light string, (1) Roto molded plastic container, 41 inches by 102 inches by 49 inches high, and (1) Spares/Repair Kit, vinyl shelf adhesive patch material, (2) 14 inches by 28 inches, (1) vinyl floor patch material, (5) double head spikes, (2) guy spikes, (1) guy rope. This combined synopsis/solicitation is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for proposal and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Submit written offers (oral offers will be accepted), on RFQ F10603-02-T0340. All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 and Defense Acquisition Circular 91-13. North American Industry Classification System 444190 applies to this procurement. The size standard for this procurement is $5.0 million. The provisions at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses from FAR 52.212-5 are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses from DFARS 252.212-7001 are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. The provision at FAR 52.215-1, Instructions to Offerors--Competitive Acquisitions applies to this solicitation. The Government intends to evaluate and award without discussions on this procurement.
