Description
The United States Air Forces in Europe is attempting to determine the feasibility of contracting out the mail and parcel sorting operation currently located at Royal Air Force Base (RAF) Alconbury. This is a sources sought synopsis to determine industry interest and a request for rough order magnitude estimates. It in no way binds the Government or any respondents. This effort is for sorting and loading/unloading of delivery trucks only. The current 7-day a week, approximately 12 hours per day operation, employs approximately 20 personnel and moves an average of 1,212 pieces (36,000 US pounds) of mail daily including parcels. During the Christmas season, mid November-mid January, this increases to an average of 2,963 pieces (89,000 US pounds) daily. Occasionally during military contingencies, the mail volume may increase an additional 500 pieces (15,000 US pounds). In addition, an average of 221 pieces of registered mail are moved per month and require a separate secure sorting/storage room with office space for 2 personnel. The personnel working registered mail must be US citizens with US SECRET clearances. Operations would require a hard-sided, lockable and sealable vehicle to transport registered mail. Also, the operation uses a computer system to generate various reports showing the volume of mail processed and status of mail movement. The computer system used to scan, track, and sort the mail, communicates with the United States Postal Service computer system. There are established transportation contracts for delivery of the mail throughout the UK. Trucks deliver the mail to the AMT from 8 locations, including mail incoming from the US and other worldwide locations via air. Mail is sorted for delivery via the 8 delivery routes. All mail is sorted and distributed to the delivery trucks within 12 hours. The trucks deliver the mail to their stops within 24 hours. During times when the mail volume increases, additional trucks (up to 3 or more) are used to distribute the mail. Outgoing mail is tagged, sorted by destination, counted, and weighed before turnover to the air carriers. The pieces and weight are verified before the carrier loads it onto the aircraft. Additionally, the contractor will be responsible to coordinate with the Mail Control Activity, on outgoing aircraft, to optimize volume/weight of mail being sent to the US. Assuming you are interested in providing this service, do you have a facility in or around the London/RAF Alconbury area, and/or the equipment/capability to perform this work? If so, where would you anticipate performing the work, and what would be the rough cost per year in US dollars ($): Less than $2M, $2M to $5M, $5M to $8M, $8M to $10M, or Over $10M. If you do not have existing facilities and/or the equipment in or around the London/RAF Alconbury area to perform this work, and had to establish (lease/purchase) the infrastructure, what would be the rough cost per year in US dollars ($)? Less than $2M, $2M to $5M, $5M to $8M, $8M to $10M, or Over $10M. If the US Government were to provide a facility and equipment, what would be the rough cost per year in US dollars ($)? Less than $2M, $2M to $5M, $5M to $8M, $8M to $10M, or Over $10M. The US Air Force is merely attempting to determine the feasibility of having a contractor perform this service. After the responses from industry are evaluated, a decision whether to proceed with contracting out this activity will be made. Only after such decision would the normal contracting process begin. Request that all interested parties submit their response no later than August 30, 2002.
