Description
NA The US Army Corps of Engineers, Jacksonville intends to award a purchase order for the drilling, blasting, and removal of crushed rock from the Portug?s Dam quarry, Ponce Puerto Rico in order to produce aggregate for testing. 25 tons of coarse aggregate, 1 8 tons of fine aggregate produced from sound rock, 18 tons of aggregate produced from weathered rock, and 7 tons of uncrushed rock less than 12? in diameter will be stored in contractor supplied, labeled drums and stockpiled in intermodal shipping containe rs at a highway accessible location in Puerto Rico. All aggregate, with the exception of the weathered rock fine aggregate, must be produced from sound diorite. The Government will test aggregate and a quality assurance (QA) representative will inspect products; therefore, precautions must be taken to prevent aggregate contamination and mixing of aggregate types. The work area is located approximately 5 kilometers northwest of the town of Ponce on highway 503. Several dirt access roads traverse the property, however many are now overgrown. Approximate locations of existing access roads are located on the included map. The contractor may choose any area within the quarry to work. Overburden and vegetation removed for excavation may be disposed of on site as approved by the Contracting Officer. Twelve core borings from the quarry represent the material to be enco untered and are included and boring locations are shown on the map. Contractor shall provide all equipment, labor, materials, supplies (including storage and shipping containers) and services as necessary to complete excavation, drilling, blasting, remova l, crushing, storage, and shipment of rock. Completion of this scope of work is required no later than 45 days from Notice to Proceed (NTP). The Contractor shall prepare blast plans appropriate to the physical characteristics of the rock being excavated. Blasting operations shall be approved and signed b y the Contractor?s blasting expert. The blasting expert shall have at least 5 years of experience in the type of blasting required and must be on-site overseeing the work during blasting operations. Blasting operations, including the storage and handling of explosives and blasting agents, shall be in accordance with all pertinent Federal, Commonwealth, and local regulations as well as EM 385-1-1. Puerto Rico law requires that blasting operations be p erformed between the hours of 6:00 am and 5:00 pm. The Contractor shall keep the Contracting Officer informed of the status of all damage and injury claims. Blasting shall be conducted in a manner that does not disturb the rock outside the test area. A blasting plan and a safety plan is required to perform the work. The safety plan shall be in accordance with EM 385-1-1 and shall be submitted prior to bringing any explosives on site. Prior to any blasting operations the Contractor shall furnish to th e Contracting Officer a blasting plan designed and approved by the contractor?s blasting expert. This blasting plan shall include all explosives, the quantity and delay period of electrical caps, the number of cubic meters to be blasted, and the powder fa ctor. The blasting plan shall also provide a sketch of the blast hole pattern, the top elevation and depth of the blast holes, and the spacing burden, slope, and diameter of blast holes. Receipt and acceptance of the blasting plan by the Contracting Officer shall not relieve the Contractor of responsibility for any damage or injury resulting from his blasting operations nor relieve the Contractor of the responsibility to produce safe and satisfactory results set forth by this scope of work. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, applies. Addendum to the provision: Paragraph (h), Multiple Awards ? Delete entire paragraph and substitute Award. The Government intends to award a single contract resulting from this solicitation.
