Description
This is a combined SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. GDQ021046 is issued as Request for Quotation (RFQ) and will be awarded as a purchase order using simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This solicitation is set-aside for small business. The Standard Industrial Classification (SIC) is 3084 - Plastic Pipe; and the North American Industry Classification (NAICS) is 326122 - Plastics Pipe and Pipe Fitting Manufacturing. The Small Business Standard is 500 employees. All responisble sources may submit a quote which will be considered. This will be a firm-fixed price contract for the Bureau of Land Management (BLM), Las Cruces Field Office, which has a requirement for the following Line Item Nos.: 1. Polyethylene Pipe, 160 psi, PE3408, SIDR9 1.25" diameter, 500' rolls, 10/rolls; 2. Polyethylene Pipe, 200 psi, PE3408, SIDR7 1.25" diameter, 500' rolls, 130/rolls; 3. Steel Pipe, galvanized, 3" diameter x 21' length, 5/ea; 4. Pressure Reducing Valve, 1-1/4" diameter, 2/ea; 5. Ball Valve, 1.25" diameter, FIPT x 2, 25/ea; 6. Air Vent, 2" diameter, FIPT, 15/ea; 7. Plastic Protective Box, 15/ea; and 8. Polyethylene Pipe, 160 psi, PE3408, SIDR9 1.5" diameter, 500' rolls, 11/rolls. The pipeline materials shall meet, at a minimum, the following requirements: MATERIALS: A. Polyethylene (PE) Pipe: Polyethylene pipe shall carry the seal of approval of the National Sanitation Foundation NSF-PW. Nominal diameters of pipe are inside dimensions for SIDR rated Pipe. All pipe shall be protected against damage by freezing, heat, sunlight, and traffic until delivered and accepted. Polyethylene pipe shall be type 3408 and meet the requirements of ASTM D 1248, ASTM D 2239, and AWWA C 901 for SIDR rated pipe. Pressure rating and SIDR ratio of pipe shall be as shown for each appropriate Line Item No. Each roll of pipe shall be marked along its entire length with a tag that states the diameter, pressure rating, and SIDR ratio. B. Steel Pipe: Steel pipe shall be standard weight, galvanized, electric-welded or seamless, and meet the requirements of ASTM A 53. Steel pipe shall be of the size, length, and quantity shown for each appropriate Line Item No. C. Pressure Reducing Valve: Valve shall have a 1-1/4" NPTF x NPTF and have a minimum of 300 psi rated inlet and nominal standard outlet spring range of 25 to 75 psi. Features include union end connection, by-pass system, bronze body construction, internal strainer screen, adjustable outlet setting spring, neoprene/rubber diaphragm. Pressure reducing valve shall be Watts No. U5-U5B, Wilkens 600 Series, Cash-Acme EB-24U, or approved equal. D. Ball Valve: Ball valves shall be of brass or bronze construction, have a minimum pressure rating of 400 psi W.O.G., and shall have female iron pipe threads, have pressure rating stamped on valve housing, be pressure tight on both sides, have full port opening, have a hard chrome plated brass or stainless steel ball, have a handle for 1/4 turn open or close position, and have a reinforced Teflon valve seat. Ball valves shall meet the requirements of Federal Specification FS-WW-V-35, Type II, Class A or C. Ball valves shall be of the size and quantity shown for Line Item No. 5. E. Air vent: Air vents shall be automatic continuous air bleed and vacuum relief type and shall be capable of releasing accumulated air when the system is under pressure, have 2 to 150 psi minimum working pressure range, free-floating foam, plastic, or stainless steel float, shall have a minimum of 1-1/2 inch diameter NPT inlet, shall be pressure tight without leaks upon closing, be of aluminum, bronze, brass, iron, or plastic body construction, shall have female pipe threads of the diameters listed for each approriate Line Item. F. Protective Boxes: Protective boxes including cover and extension shall be injection molded, chemically inert, and constructed of a rigid combination of polyolefin with fibrous inorganic component reinforcing with the following minimum properties: Tensile Strength-3,400 psi; Compressive Strength-3,350 psi; Impact Strength-0.6 foot pounds per inch; and Hardness (Durometer Type D)-60. The protective box shall have a base dimension of at least 16 inches by 10 inches and be 12 inches high. The top opening shall be at least 9 inches by 14 inches and be complete with a reinforced cover. A snap lock unlocking tool shall be provided with each box. All lmaterials are to be delivered to the Las Cruces Field Office, 1800 Marquess St., Las Cruces, NM 88005. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR Provision 52.212-2, Evaluation-Commercial Items, are applicable to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. Evaulation of Commercial Items: The Government will award to the responsible offeror based on price and availability of supplies for a desired delivery date of October 7, 2002. Vendors wishing to respond to this RFQ should provide this office with the following: a price quote on company letterhead for each Line Item No. 1 through 8 showing description, quanity, unit of issue, unit price, total cost; prompt payment terms; correct address; Dun & Bradstreet Number; and shall include a completed copy of the provisions at FAR 52.212-3 Offer Representations and Certifications-Commercial Items.
