Description
The Contractor shall provide all labor and tools as necessary to manually remove non-native plants, European beachgrass (Ammophilia arenaria) and iceplant (Carpobrotus spp.), which have formed monocultures over dunes and coastal bluff areas of Point Reyes National Seashore, located in Marin County, CA. For the purposes of this project, "removal" is defined as pulling or severing all target species (within a specified area) from soil, resulting in the death of the plant material. All plant material (stem and rhizome or taproot) must be entirely removed unless otherwise specified. Care must be taken not to damage native species. Crew size is expected to be between 10-15 persons at any given location. The total work to be completed is estimated to be between 6-10 acres for the beachgrass and 8-15 acres containing iceplant. Acres will be determined using GIS with a GPS unit and are calculated on the horizontal plane. The terrain varies from level to 30 degree slope or deep, shifting sand and can have inclement (fog, rain, and gale force winds) and changing weather (windy, rainy and cold to sunny and hot within the same day). Work shall be completed between late September and late November 2002, weather permitting. The Contractor shall provide a brief work plan along with their proposal. The Government will make an award selection based on Best Value after considering cost and factors other than cost (i.e., Contractor's experience in the management of invasive plants; working in adverse conditions; and working in areas with sensitive plant and animal species). The Request for Proposal (RFP) will be made available for electronic access on or about August 20, 2002 with responses due 30 days thereafter. The RFP, including all terms and conditions and project specifications will be available for review/download at: http://ideasec.nbc.gov. Paper copies of the RFP will not be mailed. This acquisition is a Total Small Business Set-Aside, reserved exclusively for small business concerns.
