Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-02 -T- 0072 (RFQ) is issued for reference. Clin 0001: Non-personal service contract for Research Services at the contractor?s site for the period 01 Sep 2002 to 28 Feb 2003. Qty: 6 ; Unit of issue: month . The billing method will be monthly in arrears. The duties to be performed shall be in accordance with the statement of work. The statement of work reads. STATEMENT OF WORK: Task Title: ?Preventing Noise-Induced Hearing Loss (NIHL) by Enhancing Glutathione Pathways? INTRODUCTION: The Department of Defense Spatial Orientation Center (DSOC) of Naval Medical Center, San Diego (NMCSD) conducts ongoing projects in auditory and vestibular research. 1.1 ABREVIATIONS: DOD = Department of Defense, NIH = National Institutes of Health, NMCSD = Naval Medical Center San Diego, SIU = Southern University of Illinois, GPOC = Government Point of Contact, DSOC = DOD Spatial Orientation Center, HPLC = High Pressure Liquid Chromatography, GSH = Reduced Glutathione, GSSG = Oxidized Glutathione, GR = Glutathione Reductase, GSH-Px = Glutathione Peroxidase, MDA = Malendialdehyde, NIHL = Noise-Induced Hearing Loss, COL = Colonel, MC = Medical Corp, FY = Fiscal Year. SCOPE: Contractor will conduct research into the biochemical changes that occur within the cochlea in response to intense noise exposures. This work entails performing a series of studies that will determine the time course of any changes in the cochlear levels of reduced glutathione and the ratio of reduced (GSH) /oxidized (GSSG) glutathione, critical enzymes of the glutathione antioxidant pathway, and cochlear lipid peroxidation markers which will be measured prior to noise exposure, and 0.5, 2, 4 and 6 hours after noise exposure. 2.1 Contract Period: This contract will run for six months. TECHNICAL REQUIREMENTS: The contractor will determine the time course of any changes in the cochlear levels of reduced glutathione, and the ratio of reduced (GSH)/oxidized (GSSG) glutathione prior to noise exposure, and 0.5, 2, 4 and 6 hours after noise exposure. This will be accomplished by measuring cochlear glutathione, both GSH and oxidized GSSG with high pressure liquid chromatography (HPLC) on cochleae from animals sacrificed at those time periods. The contractor will use HPLC to measure reduced glutathione, and the GSH/GSSG ratio, an indicator of oxidative stress. In a second set of experiments the contractor will determine the time course of any changes in cochlear glutathione reductase (GR) and glutathione peroxidase (GSH-Px), critical enzymes of the glutathione anti-oxidant pathway again at the following time points: prior to noise exposure, and 0.5, 2, 4 and 6 hours after noise exposure. The contractor will accomplish this aim by measuring GR and GSH-Px with HPLC on cochleae from animals sacrificed at those time periods. Also in this set of experiments the time course of changes in cochlear lipid peroxidation markers will be determined via HPLC at the same time periods described above. Contractor will measure with HPLC cochlear malendialdehyde (MDA), a marker for cell membrane oxidative damage, on the same cochleae at those time periods. DUTIES: 4.1 The contractor shall perform a full range of research procedures, within the scope of their training and experience, on site using SIU furnished facilities, supplies and equipment. The primary workload is a result of experiments generated to pursue the specific aims of research funded by the National Institutes of Health and the DOD Spatial Orientation Center, Naval Medical Center, San Diego under the Task Title: ?Preventing Noise-Induced Hearing Loss (NIHL) by Enhancing Glutathione Pathways?. The contractor?s primary duty is to assess the cochlear biochemical events following damaging sound exposure utilizing High Pressure Liquid Chromatography (HPLC). This will be carried out on cochleae harvested from animals exposed to the conditions as described in section 3.1. DSOC, NMCSD is responsible for carrying out the chamber exposures to no sound (control conditions) and sound exposures on animals. Biological samples (cochleae) will be humanely collected by DSOC, NMCSD, in accordance with Federal and State guidelines and regulations from anesthetized and euthanized animals and then shipped on dry ice to SIU for analysis. SIU will complete HPLC analysis on a minimal of 60 animals or 120 ears (cochleae) and an additional 6 animals or 12 ears if problems such as technical, methodological or clinical develop. Contractor will provide oversight and guidance for all procedures and data analysis of all data collected from experiments at the SIU School of Medicine site. Contractor will also work closely with COL. Richard Kopke, MC, USA, NMCSD, Program Manager, who has scientific responsibility for this research project, to coordinate investigational efforts and to the different work sites. Contractor will organize all data collected for this project in a database/spreadsheet format that is compatible with the NMCSD data manager. Contractor will organize data for publications and oversee the preparation of manuscripts and summary figures resulting from the work performed in this grant proposal. 5.0 FUNDING: 5.1 NMCSD through NIH grant funding agrees to pay contractor with Direct Costs and Indirect Costs. Indirect costs are administrative fees. PAYMENT SCHEDULE: 6.1 Contractor will submit invoices for work accomplished. These are to be certified by the GPOC for payment of services and expenditures for supplies and indirect costs. Invoices are to be mailed to: Material Management (Receipt Control), Naval Medical Center, 34800 Bob Wilson Dr Suite # 8, San Diego, CA 92134. The payment for services and institutional indirect costs is paid over the period of the contract. Contractor shall maintain current accounts, records, and other evidence supporting all its expenditures chargeable to NMCSD under this contract for at least 12 months after completion or termination of this contract. REPORTS AND PUBLICATIONS: 7.1. Contractor shall submit quarterly reports to NMCSD during the term of this contract on the progress of its research and the results obtained, to the extent reasonably requested. Contractor shall provide NMCSD with summary reports upon completing performance under this contract. Contractor shall submit a final report of its results, including a listing of all Subject Inventions, to NMCSD within four months after completing the work under this contract. Contractor and NMCSD agree to confer and consult prior to the publication of research data. Prior to submitting a manuscript(s) for review (or without review) which contains the results of research under this contract, each site must have ample opportunity and time to review such proposed publication and to file patent applications in a timely manner. COL Richard Kopke, MC, USA, NMCSD Program Manager and Dr. Kathleen Campbell, Contractor Program Manager, are the responsible individuals for review of materials and the designated point of contacts for each respective site. 8.0 QUALIFICATIONS: 8.1 Contractor is an expert in the field of inner ear anatomy as well as the histological and methodological assessment of the auditory system especially in response to noise damage or trauma induced by high-energy sources. Contractor has completed a doctoral degree in the field of Audiology. Has 20+ years experience in the area of research interest. Contractor shall have the medical research laboratory with lab space, equipment, technical and administrative staff to support this project. Contractor shall have the expertise in the neuroanatomy of the inner ear. Has expert knowledge of the histology and ultrastructure of the auditory system. Has 10+ years experience with experience noise-induced hearing loss and hair cell regeneration. Has a proven publication tract in the area of inner ear biology and physiology. Contractor is an internationally recognized researcher in the area of inner ear biology and physiology. 9.0 SECURITY: No security clearance is needed for contractor. 10.0 PLACE OF PERFORMANCE: Contractor will work 100% of the time at the contractor?s site. 11.0 INSPECTION AND ACCEPTANCE: Work is reviewed by GPOC for adequacy of method, completeness, scientific importance, and for applicability to NIH and DOD Spatial Orientation Center?s (DSOC?s) research objectives. Past performance and personnel qualifications based on SOW when combined have more importance that cost or price. Prior to Contract Award, the government reserves the right to review the resumes of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and all professional requirements as stated in the Statement of Work ( SOW) to the Purchasing Agent along with their quotes.
