Description
DARPA intends to enter into a contract with Syracuse Research Corp. (SRC) to perform calibration measurements of the L-Band Organic GMTI Radar (OGR) proof-of-concept system. The calibration parameters to be measured will be range and angular accuracy, as well as absolute range and angular calibration. The range and angular accuracy measurements will put a tolerance on all of the measurements made with the radar. The tolerance is established by analysis of the system parameters. This anaylysis is then verified with measured test target data. The purpose of the absolute range and angular calibration is to remove system biases found in all target measurements. Anlysis of these returns will determine what the correct range and angular calibration values are. Because Syracuse Research Corp. developed the L-Band OGR under a previous Government contract, the company is uniquely familiar with the system and best qualified to perform the necessary calibration tasks. Furthermore, the system is currently in possession of SRC. Transfering the system to another vendor to perform the calibration would be cost ineffective. This notice is published for informational purposes only. This notice is not a Request for Proposals (RFP). Contractors capable of offering their service must respond within 15 days of the date of this notice by submitting a specific capability statement to provide the service. All responses received within 15 days after publication of this notice will be considered bu the Government solely for the purpose of determining whether to conduct a competitive procurement.
