Description
This project consists of renovation of the existing General Mail Facility (GMF) in Houston, Texas. Work includes, but is not limited to, demolition, water seals, storm pumps, and emergency generator. Work also includes concrete work, concrete masonry units, miscellaneous metals, gypsum board ceilings, metal doors, metal frames, door hardware, painting, wire mesh partitions, electrical, ventilating, fire sprinklers, and pumbing complete and ready for use, in accordance with the plans and specifications. The project will need to accommodate 24-hour Postal operations. Estimated cost range is $400,000 to $440,000, and construction time is 120 calendar days. Award will be made to the responsible offeror who submits the best combination of Technical Proposal, and Cost Proposal and other factors considered. The primary areas to be used in determining which proposal is most advantageous to the Postal Service are listed below: 1. Past Performance and 2. Capability of Contractor. Successful offeror must submit their Subcontracting Plan for Small and Minority-Owned, and Woman-Owned Business initially and thereafter with their progress payment requests. The contractor should attempt to subcontract with minority business firms in an amount aggregating not less than 10% and subcontract with woman-owned business firms in an amount not less than 7% of the total value of its subcontracts. Offeror must include documentation from bonding agent indicating offeror?s capability at the time offer is due. The successful contractor will be required to provide 100% Performance and 100% Payment Bonds within forty-eight (48) hours after notification of award. Offers will be received in this office, prior to, but not later than 3:30 p.m. on August 29, 2002. Proposal documents, plans and specifications will be available on July 8, 2002 at a cost of $75.00 per set (NON-REFUNDABLE) payable by check or money order only. Requests for packages shall be forwarded to Dallas Facilities Service Office, U.S. Postal Service, P.O. Box 667180, Dallas, TX 75266-7180, Attn: Kathleen Alonzo, Telephone: 214/819-7201. Checks or money orders must be made payable to DISBURSING OFFICER, USPS. Since this is a request for proposals, offers will not be publicly opened. The number of offers received, the identity of the offerors, the amount of any one offer, or relative standing of offeror will not be disclosed. Plans may be inspected at the issuing office and any questions and/or information regarding this solicitation may be obtained by calling Joel Roitenberg, Project Manager at 214/819-7298. Offerors are encouraged to submit their proposal by one of the methods offered by the U.S. Postal Service (First Class, Priority Mail, or Express Mail).
