- This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ10202, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small- Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 334516. The USDA, Agricultural Research Service, National Animal Disease Center has a requirement to purchase a Fluorescence Microplate Reader System. The items you are offering must meet or exceed the following salient characteristics: The Reader must: 1) have both top and bottom reading optics in order to perform chemotaxis membrane migration assays; 2) read 96-well plates in less than 15 seconds for optimum utilization of kinetics assays; 3) be able to read 6-, 12-, 24-, 48-, 96- and 384-well plates; 4) have dual monochromators for tunable wavelength selection between from 250 to 850 nm; 5) read up to 4 excitation/emission wavelength pairs per microplate for multi-fluorophore assays; 6) possess a narrow 9-nm fixed spectral bandwidth for improved resolution between excitation/emission components; 7) have microplate temperature regulation and evaporation control to eliminate fogging and background interference of lids. There must be uniform temperatures across the plate within 0.5 C variation of 37 C. Insulation and humidity controls must eliminate the need for a plate's lid when the plate is in the reader drawer. Chamber must be controlled between 4 C and 45 C; 8) have full wavelength scanning capability across the entire spectral range for defining excitation/emission maxima. Spectral scans can be done in 1-nm increments to determine the optimum conditions for the assay; 9) have automatic photomultiplier tube setting which normalizes the whole plate's raw data into relative fluorescent units so that experimental variations can be accounted for and the wells are read relative to each other in the assay; 10) Data analysis and instrument control can be done by either a Windows- or Macintosh- based computer through a single CD-ROM program. Data files must not have to be converted to a different format to be utilized. This programming dual functionality must be in the software; 11) There must be a menu-driven custom assay protocol feature for the operator of the reader system. Instrument settings, plate template, sample calculations and data presentations must be able to be saved, displayed, and reported by the user who is operating the instrument. Multi-users must be able to process their data independently of others; 13) To include Windows-based computer (Pentium III computer, 800+MHZ processor, 256 MB RAM or greater, 40 GB hard disk drive, RW-CD-ROM drive, 250 MB ZIP drive; 17-inch SVGA color monitor, video adaptor and software driver capable of 800 x 600 DPI set to 16-bit high color and small fonts or better; keyboard; mouse; serial port (COM1-COM9) with color printer. Molecular Devices 0200-5041 Gemini EM with SoftMax Pro or EQUAL. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1 Instructions to Offerors-Commercial Items: 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.225-1, and 52.225-13. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before September 14, 2002, Central Standard Time. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror's equipment. Offerors shall identify where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is September 27, 2002. All responsible sources may submit a quotation which shall be considered by the Agency.
