- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation #NWB700-20007 is issued as a request for quotation. The U.S. Dept. of Commerce/NOAA/NWS, Observing Services Branch, has a requirement for small glossy finish cloud charts, landscape dimensions 11" X 17", each chart depicting 35 different cloud types and descriptions of their relationship to weather events. These cloud charts will provide information relating to the coding and indexing of cloud types by name and number. Imprint at the bottom of the chart will state "NATIONAL WEATHER SERVICE, Serving the Nation Since 1870". Imprint will also include NWS WEB site address and all regional WEB addresses, which will be provided upon award. These charts shall be received at the following NWS locations, FOB destination, by November 1, 2002: Observing Services Division, Silver Spring, MD, quantity 68,000; Southern Region Headquarters, Fort Worth, TX, quantity 40,000; Central Region headquarter, Kansas City, MO, quantity 40,000; Eastern Region Headquarters, Salt Lake City, UT, quantity 20,000. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 dated 06/27/02. This requirement is set aside exclusively for small business concerns pursuant to FAR Subpart 13.003. Award will be made to the responsive company whose quote is technically acceptable, including past performance, and lowest price. To be considered technically acceptable, offers must meet all the descriptive requirements cited above. Offerors must include a sample of work with their quotation. Offerors are to include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial items (www.arnet.gov/far) with their offer. The provision at FAR 52.212-1, Instructions to Offerors-Commercial items, applies to this acquisition as does Clause 52.212-4 Contract Terms and Conditions-Commercial items, 52.222-35 Affirmative Action for handicapped workers, and 52.225-3 Buy American Act. All offers are due 12 days from the date of publication of this notice by COB to the contracting office address listed above.
