- Description
- The Federal Aviation Administration, Oceanic and Offshore Integrated Product Team (AUA-600), is contemplateing the follow-on procurement of services necessary to support the technical, management, administrative, acquisition implementation, test, system engineering, systems integration, transition, and maintenance of all current Oceanic and Offshore system, planned enhancements to the existing National Airspace System (NAS) and derivations thereof. The FAA will use intends to employ streamlined acquisition procedures employing utilizing best practices for conducting a competitive procurement, as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1996. This follow-on competition procurement will be limited to pre-qualified 8(a) set-aside certified companiesy. This procurement will be a Labor Hour/Time and Material Task Order Contract. Tasks to be performed will include but is not limited to the following requirements: 1. Contract Management 2. Configuration Management 3. Contract Data Requirements List, Documentation and Data Management 4. Contracting Officer Technical Representative Support 5. Contracting Officer Support 6. Database Management 7. Deployment Planning 8. Environmental, Occupational Safety and Health, and Energy considerations 9. Financial Management 10. Human Factors 11. Information Technology 12.. Implementation 13. Logistics 14. Metrics Development and Implementation 16. Operational Test and Evaluation 17. Process Improvement 18. Program Reviews 19. Project Management 20. Procurement Planning 21. Program Information Management 22. Proposal Evaluation Support 23. Real Property Acquisition, Management and Disposal 24. Risk Analysis and Management 25. Safety 26. Security/Security Testing 27. Site implementation and activation 28. Software Development Scheduling, including network logic schedules, program milesto! ne charts and calendars 29. Systems Engineering 30. Systems Integration 31. System Verification and Certification 32. Test and Evaluation 33. Training 34. Web Site Development and Sustainment This announcement is made pursuant to AMS Section 3.8.4, Required Sources of Products/Services and use of Government Sources., of the Federal Aviation Administration's (FAA) Acquisition Management System (AMS). The acquisition will be conducted using a two-phased approach. The FAA intends to issue the first Screening Information Request (SIR No. 1) on or about September 16, 2002. Only 8(a) firms qualified to bid on this solicitation with successful past experience supporting Ocean Operations/Automated Systems or equivalent programs The FAA intends to pre-qualify potential participant firms to only those with demonstrated successful past experience supporting Oceanic Operations/Automated Systems, or equivalent FAA programs.
