- NA Project consists of construction of a Combined Arms Collective Training Facility (CACTF), to include improvements to an existing shoot house, new construction of a breach house, and a live-fire CACTF complex with associated After Action Review Facility. A total of 45 small buildings, mostly one-and two-story, will be constructed, including electrical utilities. Approximately 100 acres of grading will be necessary. On a routine basis, the facility is planned for simultaneous use by up to four company or s quad-sized elements, with periodic scheduling for larger training events. The CACTF is designed to support battalion through brigade-sized training events. This solicitation will be issued as an Electronic Bid Set (EBS) and will be available to download on or about 07 October 2002 at: http://www.nws.usace.army.mil/ct. N0 CDs OR HARD COPIES WILL BE AVAILABLE. Offerors are responsible for checking the referenced page for any update(s) to the solicitation. The website is occasionally inaccessible due to maintenance. Estimated dollar value is greater than $10 million and the completion period is 54 5 calendar days. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this project is 236220, which is matched to SIC Code 1542. Project is open to both large and small business. If you are a large business and your proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for small, small veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and small woman-owned business concerns. For purposes of this procurement, a concern is considered a small business if its annual average gross revenue taken for the last three fiscal years does not exceed $28.5 million. This will be a Request for Propos al and a fixed-price contract will be negotiated as a result of this procurement.
