Description
NAICS Code: 541620 The Region 4 Environmental Protection Agency will be issuing a request for quotation for the following evnironmental consulting services: Item 1) The Contractor shall develop training materials for a one and a half (1-1/2) day training course on Prevention of Significant Deterioration (PSD) background, PSD Best Available Control Technology (BACT) analysis and PSD Plantwide Applicability Limit (PAL) permit development/implementation in accordance with the Statement of Work (SOW). Item 2) The contractor shall develop a flyer that details specific benefits to industry of PSD/PAL permits in accordance with the SOW. Item 3) The contractor shall develop workshop agenda for training technical staff from state/local air pollution control agencies and industry in PSD PAL development/ implementation in accordance with the SOW. Item 4) The contractor shall attend and participate in training workshops in Region 4 to promote and educate state/local air pollution control agencies and industry in the develpment of PSD PAL permits in accordance with the SOW. Item 5) The contractor shall prepare a report detailing the efforts and results in promoting the PSD PAL develpment and implementation. In addition, the contractor shall propose suugestions for future improvements in training and PSD PAL development in accordance with the SOW. Item 6) The contractor shall attend the following meetings: 1) the project kick-off meeting in Atlanta, GA; 2) progress/ coordination meetings in Atlanta, GA (one); Columbia, SC (one); Jackson, MI (one); and Nashville, TN (one). These meetings shall be no more than eight (8) hours in length to discuss specific PSD PAL development projects. Item 7)The contractor shall participate in 15 Conference Calls of not to exceed two hours in length to discuss specific PSD PAL development projects. In addition, the contractor shall meet the following requirements and submit the requested information with the RFQ in order to be considered eligible for award: The contractor must have worked on a plantwide applicability limit (PAL) prevention of significant deterioration (PSD) permit. The contractor shall submit a list of the PAL PSD projects that the contracot has worked on. The contractor shall have worked on formulating alternative operating scenarios in title V operating permits. The contractor shall sumit a list of title V permitting projects where the contractor has formulated alternative operating scenarios. The contractor should have assisted industry in formulating section 502(b)(10) changes to title Vpermits. The contractor shall submit a list of 502(b)(10) changes where the contractor has assisted industry. The following information is also required to be submitted with the RFQ to be considered for award: 1. A list of state/local and/or federal air pollution control agency contact which includes addresses and phone numbers. 2. A list of all industry contact with which the contractor has developed a PAL PSD permit and title V permits which include alternative operating scenarios. 3. A list of proposed personnel to work on this project along with resumes. 4. A final copy of the PAL PSD permit which the contractor has worked on. A final copy of the PAL PSD application that the contractor developed for the PAL PSD project. 5. At least one title V permit in which the contractor has worked in concert with industry to develop alternative operating scenarios. 6. At least one section 502(b)(10) change where the contractor has assisted a facility if available. The period of performance for these services will be for 12 months.
