Description
NA DAAB15-02-R-1002 Notice of Draft RFP for DoD DTS Travel Services Block 17. The Department of Defense (DoD) request review and comment on the draft Defense Travel System (DTS) Travel Management Services request for proposal (RFP). The RFP identifies a DTS requirement to provide all personnel, equipment, tools, material s, supervision, and other items and services necessary to perform official travel management services for DoD at CONUS/OCONUS Travel Areas that are set-aside strictly for small business participation. Travel management services are to be provided by area for authorized official travel performed by DoD travelers assigned to organizations in their respective Travel Areas. DoD has established approximately 25 Travel Areas as Small Business Set-aside locati ons and anticipates awarding multiple contracts from the solicitation, with the potential to award one contract per Travel Area. Multiple areas may be awarded with one contract if doing so is in the best interest of the Government. Two solicitations for DoD Travel Management Services are planned. The first solicitation includes all Small Business Set-aside locations and the second solicitation will include all remaining DoD Travel Areas worldwide which will be solicited under full a nd open competition. The draft RFP for the first solicitation set-aside for small business participation will be released September 2002. The final RFP will be released in November 2002. Release of the second solicitation for the remaining DoD Travel Ar eas is planned for September 2003 with award(s) planned for March 2004. The Government anticipates awarding Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s) with a two year base period and three, one year option periods. Services will be priced on a transaction fee basis. Optional services will be priced on a monthly basis. The SIC Code is 56151 with annual size standard of $3,000.000. A best value source selection process will be conducted with each offeror’s proposal evaluated against Technical, Past Performance and Price factors. In making its final selection of contractors to perform CTO services, the Government's technical evaluati on will include (but not be limited to) an assessment of offerors' demonstrated ability to perform CBA reconciliation under controlled procedures. Interested vendors will be required to demonstrate their capability to validate passenger name record data through their Global Distribution System to the Defense Travel System as a condition of receiving award of any requirement described in this notice. This demonstration can be done from the offeror's own facilities, and will involve minimal time and cost to offerors. Vendors interested in submitting a proposal for any of these requirements must contact the Government via email at DTSContracting@osd.pe ntagon.mil as soon as possible, but not later than October 15, 2002, to schedule this validation event. The draft RFP for Small Business Set-asides will be posted no later than September 27, 2002 on the United States Department of Army Interactive Business Opportunities Page (IBOP) Army Single Face to Industry (ASFI) web site and maybe found at: http://abop. monmouth.army.mil. The RFP and all attachments with related information will only be available at that address. The IBOP web site has been established to allow electronic transmittal of Requests for Proposals (RFPs), Invitation for Bids (IFBs), and the r eceipt of proposals. All parties interested in doing business with CECOM are invited to access, operate, send and receive information from the Interactive Business Opportunities Page. Registration for a user ID and password will be necessary when browsing or considering the submission of proposals to CECOM over the IBOP. This can be accomplished by selecting the New User Registration icon on the right side of the IBOP Home Page under User Services. To access potential opportunities simply select CECOM Comm.-Elec. Comments are requested within 15 days of the draft RFP release. Comments will be reviewed and incorporated as appropriate into the final RFP that will be released in November 2002.
