- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Cancer Surveillance Research Program plans to enter into a sole source contract with Northwest Portland Area Indian Health Board, 527 SW Hall, Suite 300, Portland, OR 97201. The Northwest Tribal Registry Project was developed in January 1999 by the Northwest Tribal Epidemiology Center, a tribally operated epidemiology program located at the Northwest Portland Area Indian Health Board (NPAIHB) in Portland, Oregon. The Tribal Registry Project uses state of the art record linkage studies to increase the quality of health status surveillance data for chronic diseases such as cancer for American Indians and Alaska Natives (AI/AN) in Idaho, Oregon, and Washington. Due to racial misclassification, cancer incidence rates among AI/ANs in the three Northwest states are substantially underestimated in the state cancer registries. Even after a more complete case ascertainment through record linkage, the rates for all cancer sites combined, and for most individual cancer sites, were lower among the Northwest AI/ANs than have been reported for US whites in the Surveillance, Epidemiology, and End Results (SEER) data. The findings on the occurrence of cancer among Northwest AI/AN will substantially increase the available knowledge of cancer among the population of interest. They will also inform ongoing efforts by the Northwest Tribal Cancer Control Project at NPAIHB to increase both the awareness and capacity of Northwest tribal communities to promote cancer prevention activities, and to improve the care and quality of life of their members who have cancer. This project will enable the Northwest Tribal Registry Project to continue its activities to ascertain more accurate estimates of the occurrence of cancer among Northwest American Indians and Alaskan Natives. The Northwest Tribal Registry Project has been performing the required record linkage studies with state vital statistics data since 1999 and also serves the IHS region of the upper northwest. It is the central point for data linkage for over 40 Indian tribes. The Registry Project covers the states of Oregon, Idaho, and Washington and is located at the Northwest Tribal Epidemiology Center, which is tribally operated through the Northwest Portland Area Indian Health Board. Liaison has already been established with tribal health program managers and the cancer registries covering the area. This is the only entity able to perform the requirements of this order. This is not a request for competitive quotations, however, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 2:00 p.m. EDT, on September 17, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect call will be accepted.
