- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Statistical Research and Applications Branch (SRAB) plan to enter into a sole source contract with Istituto di Ricerche sulla Poplazione e le Politiche Sociali, Via Nizza 128-00198 Roma, Italy for the continued services of Dr. Anna Gigli and Dr. Riccardo Capoccacia. The SRAB is working on a complete Prevalence project. Complete Prevalence represents the proportion of people alive on a certain date who previously had a diagnosis of the disease, regardless of how long ago the diagnosis was made. The NCI's Surveillance Epidemiology and End Results (SEER) Program has incidence data from 1973 through 1999. Cancer prevalence estimates based on the counting method applied to SEER incidence and survival data allows for the estimation of prevalence for people diagnosed up to 26 years (limited duration prevalence). The completeness index methodology can be used to calculate complete prevalence by estimating the proportion of patients diagnosed prior to 1973 and adjusting the limited duration prevalence. The initial project (263-MQ-117231) provided expertise with development of variance formulas for the completeness index factor and estimated the parameters of the incidence and survival models in order to calculate the completeness factor for 23 cancer sites. During the research several issues emerged that are important for the calculation of complete prevalence. One is the estimation of complete prevalence of childhood cancers. The SRAB is interested in improving and enlarging the list of complete cancer prevalence estimates. The objectives of this project are: 1) develop methodology to estimate complete prevalence for childhood cancers. Provide prevalence estimates of childhood cancers for all cancer sites, brain and leukemia by race (all races, white, blacks and Hispanics) and sex (males and females); 2) provide input parameters for cancer sites, males and females, all races; 3) Provide validation of the input parameters for specific age groups. Dr. Anna Gigli and Dr. Riccardo Capoccacia, statisticians are the leading experts in the development of the methods and application for estimating chronic diseases incidence and prevalence as well as the variance estimates for these quantities. They are unique in that they are: 1) affiliated with the organization that developed the methodology and have extensively applied it to cancer data from Italy, Europe and SEER; 2) have knowledge and expertise gained through initial and continued development of methodology to estimate complete prevalence; 3) are essential to developing the methodology to estimate complete prevalence for childhood cancers; and 4) have the background knowledge of the problem and computer software. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 17, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect call will be accepted.
