- The Immigration and Naturalization Service, Dallas, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation ACD-2-Q-0018 is being issued. The quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This is a 100% Set-Aside for Small Businesses with a Standard Industrial Code of 3448 (NAICS code is 332311) and a business standard of 500 employees. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the RFQ, with price and other factors considered. The following factors shall be used to evaluate quotes technical capability. Evaluation will be based on price and past performance with award being based on best value technically acceptable price. Past Performance, technical, and cost is considered the most important and of equal importance. PAST PERFORMANCE FACTORS: Past Performance shall be evaluated in the following manner: The Government will assess the quoter's ability to perform, including the quoters likelihood of achieving success in meeting the contract requirements. The quoters are to provide a narrative discussion of similar projects of a similar size and dollar value, which have been process should be included as well. Contracts listed may include those entered into with the Federal successfully completed in the past three years. A description of the progress of the projects currently in Government, agencies of state and local governments and commercial customers. Past Performance will be assessed and assigned a narrative rating in the evaluation. The Government will evaluate each quoters past performance sub-factor based on (1) quality of product or service; (2) timeliness of performance; and; (3) customer satisfaction, as well as information that the Government collects by itself. Quoters will be given credit for good past performance and lose credit for poor past performance, and shall neither receive nor lose credit for no past performance data. TECHNICAL EVALUATION FACTORS: Technical Approach will be evaluated under the following Sub-factors: (1) understanding of the requirements; and comprehension with the requirements; and (2) quality of the product; and environmental considerations. The Government will evaluate all design material identifying and workmanship. Any and all literature shall be sent to the Immigration and Naturalization Service, 7701 N. COST: In addition to the factors listed above, relative cost will be considered in the ultimate award decision. Cost/price proposals will be analyzed to assess realism and probable cost to the government: The Government intends to purchase on an all or none basis the following item (Brand name or equal): CLIN 0001: E/Z Kennel Portable Aluminum K-9 Kennel, (8) ___________ each, delivery is to be FOB destination to Hebbronville Border Patrol Station, 802 North Sigrid, Hebbronville, TX 78361-0849. CLIN 0002: E/Z Kennel Portable Aluminum K-9 Kennel, (8) ___________ each, Freer Border Patrol Station, East Highway 44, Freer, TX 78357. CLIN 0003: E/Z Kennel Portable Aluminum K-9 Kennel, (3) ___________ each, Cotulla Border Patrol Station, 602 North Main, Cotulla, TX 78014. It must be approximate 39 inches wide by 102 inches long and 60 inches high. It must be fully insulated with removable floor and top, padded lockable door, virus/bacteria resistible and Veterinary approved. It must be suitable for both indoor/outdoor usage. It must have a drainage system and create no damage to the landscape. Delivery shall be within 30 days after award of the contract. Inspection and acceptance shall also occur at destination. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
