- The Bureau of Labor Statistics intends to award on a sole source basis under Simplified Acquisition Procedures NTE $30,000 with Dixie Sommers of The Ohio State University, College of Education, 1900 Kenney Road, Columbus, OH. 43210. Ms. Sommers has been a critical guide for the BLS Workforce Governing Board as it has mapped its strategic plan and related activities. Ms. Sommers facilitated and served as a consultant to the Governing Board while it developed its Human Resources Strategic Plan. Ms. Sommers also facilitated the Workforce Governing Board retreat that helped the Board redirect and refocus its efforts in these activities. These services are not available from public sector sources. It is the intention of the Bureau of Labor Statistics to procure these services from the appropriate private sector vendor. Description: This project will assist the Bureau of Labor Statistics (BLS) in establishing measures for tracking progress in its strategic human resources activities. The project is part of implementing the goals in the Bureau??s Human Resources Strategic Plan, which include recruitment, retention, mission alignment, staff development, and evaluation and continuous improvement. The project will assist BLS in establishing quantitative measures to track and evaluate its progress in achieving the strategic goals and the related activities. Establishing such measures is inherent in one of the goals of the Plan, "Evaluation and Continuous Improvement." The identification, production, and regular review of measures of progress will assist BLS in evaluating the status and effectiveness of the activities being undertaken to achieve strategic goals, and will provide a mechanism for identifying problems and opportunities for improvement. The project will focus on measurement related to the strategic activities in the Plan, rather than on day-to-day process measures. While the latter types of measures can be quite useful in improving performance of the agency??s human resource functions, they are not the means for monitoring progress toward achieving the strategic goals. The approach, deliverables, and budget and contract period are described below, followed by information on the capabilities of the investigators. I. Approach 1. Identify an initial list of measures for Goals 1 through 4 in the Human Resources Strategic Plan. ?h Review academic and practitioner literature for principles and examples of strategic measures. ?h Review the Plan for examples of measures. ?h Obtain input from key BLS staff through a question and answer process. ?h Prepare the initial list. 2. Review the initial list of measures with key BLS staff to identify their appropriateness and feasibility. 3. Prepare recommendations on specific measures, including specification of the measures as to time period, coverage, and level of detail (e.g., by national office/regional office, offices within national office, detail by job classification). The investigators will work with key BLS staff throughout the project, including videoconferences and on-site visits. This consultation will be particularly import and during the development of the initial list of indicators, and review of the initial list leading to the final recommendations. II. Deliverables The project deliverable will be a report describing the recommended specific measures and their specification. The report will include a description of the recommended measures, and a summary of the results of the literature review. The final report is due on April 20, 2003. III. Performance of Performance: The contract period will be from September 17, 2002, through April 20, 2003. This notice of intent is not a request for offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. All interested parties may express their interest to the Contracting Officer by the due date of this notice of intent either by e-mail or facsimile at 202-691-6026. If there are no affirmative written responses received within (15) calendar days from the published date of this notice, The Bureau of Labor Statistics will proceed with the awarded.
