Description
The proposed solicitation will utilize a Small Business Cascade plan that will be outlined below.* NSN: 2840-01-190-6884PR, Part Number: 9505M12G02, Noun: PRIMARY SEAL. Item Description: The seal is a component of the exhaust nozzle assembly. Material consists of Rene? 41. Dimensions are as follows: .018 inches minimum, .021 inches maximum thick; 13.35 inches minimum and 13.39 inches maximum long; 5.18 inches minimum and 5.22 inches maximum wide. Appl.to F110 Engine. Destination: FB2039. Quantity: 441 ea. Delivery: 31 MAY 2003. Qualification Requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. The qualification requirements for this item were established prior to 19 OCT 1984 and the requirements of FAR 9.202(a) do not apply. Qualification requirements apply to line item(s) 0001. The approximate issue date of the solicitation will be 19 SEP 2002. The approximate response date of the solicitation will be 21 OCT 2002. The anticipated award date will be 31 JAN 2003. Written and electronic procedure will be used for this solicitation. First Article Test Required. No telephone requests. The solicitation must be printed from FedBizOps by the contractor. This office will not mail solicitations. Data may be obtained from the TeDs website at www.dodteds.com once the solicitation is issued. POC is Christy.Slayton@tinker.af.mil. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation will identify the office where additional information can be obtained concerning qualification requirements. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. *Note: This solicitation will be issued as a Small Business Cascading plan. The solicitation is likely to include the following language, which annotates the process that will be used in the cascade plan: (a) All potential offerors may submit proposals for the item(s) identified in Section B of this solicitation.(b) (1) In accordance with FAR Subpart 19.5, the award(s) for this solicitation will be made on a competitive basis to eligible small business concerns provided that a minimum of two (2) competitive offers are received from eligible small business concerns for the item(s) identified in Section B. (2) If a minimum of two (2) competitive offers from eligible small business concerns are not received, any award(s) as a result of this solicitation will be made on the basis of full and open competition from among all responsible business concerns submitting offers for the item(s) identified in Section B. Large businesses may submit a proposal, however if two viable offers are received from Small Businesses, then the government will award to a Small Business. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
