- Below are Questions and responses in regards to the solicitation. QUESTION 1: Regarding payment and acceptance criteria: Is our assumption correct that the second 50% of the payment that will be paid "on successful conclusion of the project" is predicated upon satisfying the acceptance criteria listed in the announcement? If so, how does MMS intend to measure the following acceptance criteria: Acceptance criterion 1: How will MMS know that the organizational strategy is "successfully implemented" A. Each firm should propose a strategy and schedule for performing the work. Your strategy and schedule will be the basis for evaluating acceptable implementation. Firms that have a history of performing IT organizational work will know the best strategy and schedule for completing the work. Acceptance criterion 2: How will MMS determine when employees are adequately trained? A. Each firm should propose training they believe will lead to the creation of a high performance IT organization. Organizational development training should be designed to build a highly effective team environment that is supportive and focused on results. Firms with a proven history of organizational development work will know the best strategy and schedule for completing the work. Acceptance criterion 3: What costs does MMS expect to be reported? What mechanisms does MMS have to capture costs? A. All costs associated with the task will be reported by the contractor, not MMS. Acceptance criterion 2: Is the "IT corporate strategy" intended to serve as MMS' long range plan for guiding IT investments? A. The strategy should be comprehensive. Firms with the past experience developing corporate IT strategy will know how to create the best strategy and schedule. QUESTION 2: How long after implementation of the new organization does MMS expect to conduct a post-implementation survey and analyze results? Must this be completed prior to collection of any of the 50% final payment? ANSWER 2: A survey methodology and schedule should be proposed. QUESTION 3: Is the contractor expected to develop personnel procedures as part of the realignment? What is the approval process for new personnel procedures? ANSWER 3: The successful firm will proposed a complete package to ensure all personnel actions are completed as part of reorganization. The approval processes are contained in OPM, DOI and MMS regulations and policy manuals. QUESTION 4: Are they planning to make this a small business set aside? What is the NAICS code for this solicitation? ANSWER 4: This is not a small business set aside. QUESTION 5: MMS states that the synopsis posted on August 22, 2002 constitutes the only notice that will be issued. Is it correct to assume that there will not be any documentation or further information distributed by MMS prior to the oral presentations and that the requirements as outlined in the synopsis will remain unchanged? ANSWER 5: This is the only notice being issued. No additional information will be provided. QUESTION 6: The government notes that a significant portion of the IT work for MSS is performed by contractors with regards to programming, operational support, enterprise support and help desk support? Can you provide bidders a list of the names of these contractors? Answer: Accenture, ACS, and NEI QUESTION 7: We have submitted a request in writing for the report entitled An Overview of Information Technology, and have not heard back. Could you please let us know the timing of receiving this report? Answer: All reports have been sent out. QUESTION 8: Deliverables, item 3 p Organizational development training needs assessment and recommendations. Please confirm that this deliverable does not include conducting the actual training courses and is a report assessing how the MMS should provide training for near-term and long-term training. Answer: This deliverable does not include training. QUESTION 9: Deliverables, item 5 - Post Implementation organizational survey and results. Please provide details as it relates to this deliverable. Will it be the contractors responsibility to design, distribute and calculate the post implementation survey or will MMS be responsible for distributing and tabulating the results? What is the expected timeframe for this task? How many surveys are expected by be distributed? What is the means of distribution e.g. mail, email, fax, telephone? Answer: Contractors are responsible for all of this effort. QUESTION 10: Deliverable, item 9 - Draft and final reports in print and electronic format. Please specify the number of copies of the printed reports. Does the electronic format include CD Roms? If so, how many copies? Answer: Electronic means e-mail. In addition, offerors shall provide one CD-ROM. QUESTION 11: Payment. What will be the basis for the incremental implementation milestones? Will these be deliverables or timeframes? Is there flexibility for the contractor to propose an alternate payment schedule? Answer: The contractor may propose milestone payments. However 50% will still be based on successful completion. QUESTION 12: Payment. What determines "successful conclusion of the project"? Is this the point in time that the contractor submits the final report to MMS or the end of a specific period in time? Answer: See above answer to payment question. QUESTION 13: General questions. - What is the anticipated award date? - How many resources will the MMS dedicate during this project and what is there availability relative to the 12 month period? ANSWER: The anticipated award date is 30 September 2002. If the offeror is expecting MMS to dedicate resources to this effort, the offeror should detail that in their proposal. QUESTION 14: Please clarify the use of the word "corporate" as it relates the proposed statement of work. Is the word corporate referring to MMS or does it refer to the DOI as a whole? ANSWER: Corporate refers to MMS. QUESTION: Does MMS have a preferred format or table of contents for the Capability Statement? Answer: No, there is no preferred format. QUESTION: The RFP states the evaluation criteria for the cost and business proposals, but not for the Capability Statement. What are these evaluation criteria? Do they include any cost or rate components? Answer: The evaluation criteria that are stated. QUESTION: How far in advance of September 16th will vendors who are invited to give oral presentations be notified? Answer: MMS will attempt to provide 5 days notice. QUESTION: Please indicate whether or not you have a preference as to the volume of requested "Statement of Capabilities". For example, do you have a preference for a volume of less than 10 pages or for more than 50 pages? ANSWER: The response should be concise and meaningful. QUESTION: Will inclusion of a section 8a or hubzone subcontractor in our proposed team influence the evaluation? ANSWER: No, that will not affect the evaluation. QUESTION: If the Capability Statement is sent via an email Do we still need to submit a hard copy of the same? ANSWER: In accordance with the announcement, hard copies are required. QUESTION: What is expected from the contractor to include in an oral presentation package? ANSWER: The offerors response on how the work will be performed. QUESTION: Is there a specific format that we must use for the written cost and business proposal? ANSWER: No, no specific format. QUESTION: We would like to formally request a one week extension of the due date for the Capability Statement (to September 13, 2002). ANSWER: No extension is provided.
