Description
This solicitation was previously reported as a sole source purchase for Self-Contained Breathing Apparatus (SCBA), under reference number R5NP08020544, however the Government has determined that this acquisition will be competed but RESTRICTED to dealers of Surviviar Panther SCBAs. NOTE: no other brands will be considered. This purchase is made under FAR part 6.302-1 for brand name acquisition, no equal is available. The equipment is needed to outfit engine modules on two national forests to add to existing equipment where a substantial investment has been made in training personnel and on maintenance equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ), number RFQ-R5-NP-08-02-157. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. NAICS code 421800 applies and small business size standard is 100 employees. ITEMS: (Brand Name specific) Survivair Panther model P964277, 2216 psi with mighty light backpack with the following attachments: Part 917240: 30-minute, aluminum cylinder with locking collar (in the free cylinder program); Part 2220**: 20/20 facepiece with silicone headstrap all with medium nose cups ** part numbers depending on sizing (4 small facepieces, color: blue, part 222010), (17 medium facepieces, color: black, part 222022), (12 large facepieces, color: gray, part 222030); Part 22nbf: First stage alarm with analog gauge. TOTAL QUANTITY OF 33 ? with facepieces in the quantities listed above Pricing shall be quoted on a price per unit, FOB destination to Covelo Ranger Station, 78150 Covelo Road, Covelo, CA 95428. Delivery is desired by October 15, 2002 or within 30 days after award. The FAR provision 52.212-1, Instructions to Offerors-Commerical, applies to this solicitation. The FAR Provision 52.212-2, Evaluation of Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of the provisions are (1) Technical capability of the item offered to meet the Government Requirements, (2) Delivery Schedule and (3) Price. Factor one is of highest importance with the remaining factors of equal importance. Quoter shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The additional FAR Clauses apply to this acquisition: The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this solicitation and the following addenda are added: FAR 52.247-34 F.O.B. Destination, and FAR Clause 52.232-18 Availability of Funds.
