Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP) plans to enter into a sole source contract with Brown Medical School, 2 Stimson Ave, Rm 303, Box G-ST 303, Providence, RI 02912 to develop methods and materials for the purpose of surveying proxies for cancer patients identified and enrolled by the CanCORS Consortium for studies of quality of care. The Cancer Care Outcomes Research and Surveillance (CanCORS) Consortium is an ongoing Cooperative Agreement by the DCCPS, to evaluate the quality of cancer care in this country. The goal of CanCORS is to examine the care delivered to population-based cohorts of newly diagnosed patients with lung and colorectal cancer in multiple regions of the country and to assess outcomes associated with that care. CanCORS uses the best available observational data and statistical techniques to identify clinically important differences in cancer treatment and outcomes and to evaluate the reasons for these differences across a broad range of health-care providers and organizations. Research on the quality of care requires high quality information obtained from patients living with cancer or a proxy respondent that can provide some information about the subject's quality of care. Proxy respondents requires a complex set of research issues to be addressed in order to ensure validity and reliability of any information obtained. Dr. Joan Teno at Brown University will assist in developing criteria for defining proxy respondents, develop protocols and scripts for contacting proxy respondents, and draft survey materials to be used to obtain health care related information about the patient from proxy respondents. Dr. Joan Teno, Professor of Community Health and Medicine and the Associate Director, Center for Gerontology and Health Care Research at Brown Medical School is an internist with geriatric qualifications and is a clinical expert in this area. She brings unique experience and background in the development and implementation of research methods using proxy respondents. She has15 years of experience with the issue of proxies in a number of studies starting with the decade long SUPPORT project. She is the PI on the national study of dying in the US that is examining bereaved family member satisfaction among persons who die in Hospital Service Areas with the highest and lowest deciles of ICU utilization. She has served as the associate medical director of home and hospice care of Rhode Island, and is a collaborating physician of palliative care consultation services in Rhode Island. This is not a request for competitive quotations, however, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 18, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect call will be accepted.
